OPEN BID INVITATION [Security Service]


1. Description: 

 a. Project: Security Service 

 b. Location : 1600-1090 W Georgia St. Vancouver, BC V6E 3V7

 c. Base Amount : C$57,467 (Total Amount for the Contract Period Including GST)

    * The range of the expectation price is ±2% of the base amount

 d. Contract Period : Feb. 1, 2025 ~ Dec. 31, 2025


2. Qualification

 a. Business that registered for the Consulate General’s open bid following the procedures set out below and that meets basic qualifications 

 b. Business with valid business license and security agency license in  Vancouver, British Columbia

 c. Business that is not related to any of these status: liquidation, M&A, disposal, legal composition, court receivership, and/or any types of legal disputes


3. Bidding Description

  a. This Bidding is conducted through competitive bidding(Qualification Screening), and there is no on-site explanation of duties. Please examine and understand all parts of the service details before bid submission.

  b. Any and all responsibility for failure to adhere to the above stated will solely rest with the bidder.



4. Bidding

  a. Due Date: Jan. 14, 2025 (Tue) by 24:00

  b. Email the required documents below to vancouver@mofa.go.kr 

   ■  Application for Bid and Bidding Price Proposal(Attached Form 1 & 2)

   ■  Business License and Security Agency License (1 Copy each)

   ■  Company Credit Report or Income Tax return within the last three years- Employee status and payroll details(or T4)

   ■ Brief Portfolio (Company information of past performances and current references, 1 Copy)

   ■ Proposal(with total amount price including GST)


5. Process

 a. The Consulate General of the Republic of Korea in Vancouver selects the awarded bidder that (1) earned over 85points following the criteria below and (2) also submitted a bidding price over 87.995% of the expected price. 

 b. Contract Signing : Within 10 days of the award announcement.

 c. If the decision of the contracting partner is canceled or there is unavoidable reason not to be able to perform the contract because the bidder who has priority is found to be ineligible, the contract is concluded by examining the disqualification in the order of the next highest ranking bidder.  

 d. An unqualified bidder, a business operator in bankruptcy or a bidder who forges, falsifies, or engaged in fraudulent acts on related documents, or a business operator who intentionally made invalid bids may be subject to sanctions as unfair business operators.

7. Bidding Deposit

 a. In accordance with Article 37(3) of the Enforcement Decree of the “Law on Contracts to which the state is a Party”, the payment of the bid deposit to those who are eligible to participate in the bid should be paid. 

 b. However, the person who is exempt from the tender deposit shall submit a ‘Memorandum of Payment of the Bid Deposit’ confirming the payment of the bid deposit in accordance with paragraph 4 of the Enforcement Decree and shall pay the corresponding amount(5/100 of the bid amount) in cash without delay in accordance with the Memorandum of Payment in the event of a cause of attribution to the State Treasury in accordance with the Article 9(3) of the Act.


8. Contract Process

 a. The Consulate General of Korea Promotes transparency and fairness in all contract.

 b. Any difference of interpretation would follow the interpretation of the Consulate General of Korea.    

 

9. Others

 a. Bidders should participate in the bidding by familiarizing themselves with the matters necessary for bidding, such as task instructions, and any questions should be confirmed and answered at the contact point below, and the responsibility for not being familiar with them lies with the entrant. 

 b. The winning bidder must conclude the contract within 10 days from the date of notification of the final confirmation of the winning bidder and must complete the Security Pledge and the Integrity Contract Performance Pledge at the time of conclusion of the contract.
