ROK National Elected to UN International Civil Service Commission (ICSC) For First Time

1. Dr. Kim Pan Suk, Professor of Public Administration in the College of Government and Business at Yonsei University, was elected as a member of the International Civil Service Commission for the 2021-2024 term at the United Nations headquarters in New York on November 6 (local time).

 

2. It is the first time since the Republic of Korea joined the UN in 1991 that a Korean national has been elected to the International Civil Service Commission which oversees the salary structure of the whole UN system.

 

o The Commission is a subsidiary body of the UN General Assembly composed of fifteen members who serve in their personal capacity. It is a major commission handling the UN’s human resources and administration that regulates and coordinates UN staff’s working conditions, including making decisions on wage adjustment, payment of daily wages, and classification of positions, as well as making recommendations on other compensations and personnel affairs to the UN General Assembly.

 

3. Professor Kim Pan Suk is an expert in personnel administration who has served as Minister of Personnel Management, Secretary to the President for Personnel Policy in the Office of the President, President of the Asian Association for Public Administration (AAPA), President of the Korean Society for Public Personnel Administration (KOSPPA), and a member of the UN Committee of Experts on Public Administration (CEPA). The election of Professor Kim to the Commission is seen as a result of the international community’s full recognition of his expertise and capacity in personnel management and public administration.

 

4. Professor Kim’s election is expected to promote greater contribution by the ROK in the operation process of the UN. The ROK government will continue to make active efforts to help more Korean nationals with expertise serve on the UN’s budget and administration-related commissions.
