1. The Comprehensive Nuclear-Test-Ban Treaty (CTBT), which bans all forms of nuclear testing, receives near universal support from the international community and plays an important role in preventing nuclear proliferation and arms race. 

2. The Government of the Republic of Korea expresses deep disappointment and regret over Russia’s decision to revoke its ratification of the CTBT, and urges Russia to reconsider its decision. 

3. In order to bring the CTBT into force, the Government also calls on all remaining states from Annex 2 to sign and ratify the Treaty.
