Thank you Minister Kishida and John.

Earlier this month, when all three of our Leaders participated at the East Asian Summit, one non-ASEAN Leader aptly described North Korea as a “ticking time bomb.” In fact, in less than 24 hours after the EAS Leaders adopted the first-ever special declaration on nonproliferation, Pyongyang ridiculed the EAS Leaders and the UN Security Council by going ahead with its fifth nuclear test.

The recent nuclear test by Pyongyang provided ample proof that its nuclear programme has neared the tipping point. Of the five nuclear tests conducted over the past decade, the latest one was the strongest ever. Moreover, the test frequency was significantly reduced from 3 years to 8 months.

The North also fired 22 ballistic missiles of all types this year alone. This means one ballistic missile almost every ten days. This is a vivid example of the fanatical recklessness of the Pyongyang regime.

With all these nuclear and missile tests, Pyongyang is now at the final stage of nuclear weaponization.

They not only have advanced in terms of capacity but has made it public that it will actually use those weapons. It has blackmailed preemptive nuclear strikes.

What we see is a looming perfect storm that may not only pounce on Northeast Asia but sweep over the entire world. This is the very reason why President Park Geun-hye warned at the recent EAS that if we fail to put a stop on Pyongyang’s nuclear ambition today, we will all come to regret it tomorrow.
This is an unprecedented challenge against the three of us, the members of the Six-Party Talks, the UN Security Council and the international community as a whole.

I recall Dr. Henry Kissinger’s International New York Times op-ed a few years ago. He stressed that it would be a shame if the mighty members of the Six-Party Talks cannot take on North Korea’s fanatics. To be more precise, however, the shame and ridicule would fall not just on the five members but the UN Security Council and the UN itself. We are all stake-holders in this respect.

What we should now be doing is to put a full stop and roll back Pyongyang’s nuclear and missile programmes once and for all. We shall play all-court pressing, mobilizing whatever means we have to denuclearize North Korea.

Our message today is crystal clear:

Number One. North Korea cannot continue to deride the Security Council and the United Nations. The Security Council must swiftly adopt a robust new sanctions resolution and prove its credibility and authority.

Number Two. Kim Jong Un and North Korean regime cannot get away with all their misbehavior and provocations. If they blindly insist on going down that road, it will be the very path to ruin.

The international community as a whole must take advantage of the ongoing UN General Assembly and send out a united and forceful message against Pyongyang’s nuclear development. At the same time, we should not lose sight of its dire human rights situation.

Number Three. North Korea cannot prevail over the international community including South Korea, United States, and Japan. As the key stake-holders in this nuclear conundrum, the three of us will continue to muster the collective will of the international community to this end.

북한은 핵 능력을 고도화해오고 있을 뿐만 아니라, 핵무기를 실제로 사용할 것이라는 점을 공공연히 밝혀오고 있습니다. 선제 핵 공격을 하겠다는 협박까지 하고 있습니다.

우리가 목도하고 있는 것은, 동북아뿐만 아니라 전 세계를 휩쓸지도 모르는 엄청난 폭풍(perfect storm)의 전조입니다. 이것이 바로 박 대통령님께서 최근 EAS 정상회의에서 “북한 정권의 핵 야망을 멈추지 못한다면 우리 모두가 후회하는 날이 올 것”이라고 경고하신 이유입니다.

이는 한미일 3국, 6자회담 참가국, 유엔 안보리, 그리고 국제사회 전체에 대한 유례없는 도전입니다.

몇 년 전 키신저 박사의 국제판 뉴욕타임즈 기고문이 떠오릅니다. 키신저 박사는 6자회담에 참가하고 있는 강대국들이 북한의 미치광이들을 저지하지 못한다면 수치스러운 일이 될 것이라고 하였습니다. 보다 정확히 말하자면, 이는 6자 회담 당사국인 5개국뿐만 아니라, 유엔 안보리 및 유엔 자체에 수치스러운 일이 될 것입니다. 우리 모두는 북한 문제의 이해 당사자들입니다.

둘째, 김정은과 북한정권은 모든 잘못된 행위와 도발에 대한 대가를 치러야 할 것입니다. 만약 북한이 맹목적으로 지금의 길을 계속 간다면, 그 길이 바로 파멸의 길이 될 것입니다.

전체 국제사회는 현재 개최되고 있는 UN 총회 계기를 활용하여 북한의 핵 개발에 대한 단합되고 강력한 메시지를 발신해야 합니다. 동시에 우리는 참혹한 북한인권 상황도 간과해서는 안 될 것입니다.
