Today’s meeting is particularly meaningful as it marks one year of the adoption of the historic 2030 Agenda for Sustainable Development, which was hailed as the most ambitious to-do-list for the humankind.

Having a dedicated meeting on SDG 16 today attests to the unique value that it holds for us. Secretary-General Ban Ki-moon, in his report “The Road to Dignity by 2030,”stressed that “effective, accountable and inclusive institutions” are the very enablers and fruits of sustainable development. Indeed, Goal 16 is the golden thread that weaves through the whole fabric of the new development agenda.

As such, attaining Goal 16 requires a genuinely inclusive multi-stakeholder partnership where everyone participates, works and shares the benefits together. In this regard, as Administrator Clark has stressed, greater stakeholder engagement is key to policy development and it is particularly important to include voices of the vulnerable and the marginalized. I believe this is the very approach that perfectly resonates with the core spirit of SDGs – leaving no one behind. In this sense, I am pleased to announce that my government will provide 3 million US dollars to the UNDP Trust Fund - Governance for Peaceful and Inclusive Societies.

Drawing from our own development experience, e-government, transparency, and public service constitute the central pillars for building inclusive societies. Hence addressing these key topics at today’s meeting provides a useful opportunity to share and learn from each other’s best practices.

The Republic of Korea has something to share with the world in this regard. In recognition of Korea’s role in offering a new paradigm of people-centered services, the United Nations presented e-government awards to the Korean e-government system for three consecutive terms. To elaborate, our integrated information management spans across all branches of the government. This enables everyone to access information on government policies and public services. Better access leads to enhanced transparency and accountability which in turn upgrades public service in a virtuous cycle. In this way, people will benefit from the user-friendly mechanism which is tailored to meet the individual’s needs, from cradle to post-retirement.

Having a good system is not enough. Capacity building of people, the recipients of the system, is equally important. This is the reason why my President underscored the indispensable role of education at the UN Sustainable Development Summit last year. Indeed, nurturing global citizens with a sense of ownership and social responsibility forms the fundamental building block for good governance.

Korea is a success story of achieving rapid economic growth and social development through inclusive, equitable, and high-quality education for all. That was at the heart of the World Education Forum Korea hosted last year.

Today’s event is also very timely in raising awareness on SDGs in its entirety. Korea highlighted at the Hangzhou G20 Summit two weeks ago that SDGs implementation is inextricably linked with the G20’s pursuit of sustainable and inclusive growth. This is a manifestation of Korea’s commitment to serve as a bridge between the developing and the developed.

At the United Nations, Korea played a leading role in taking SDGs implementation process on a solid footing during its presidency of ECOSOC. Korea was one of the 22 countries that served as the first presenters of Voluntary National Reviews since the adoption of SDGs at the 2016 High-Level Political Forum. This peer review mechanism will enable us to learn from and complement each other through the sharing of respective SDGs implementation experiences and blueprints. I also believe that the principles of Global Partnership for Effective Development Cooperation, or GPEDC, adopted at the Fourth High-Level Forum on Aid Effectiveness held in Korea back in 2011 could serve as valuable guidelines in SDGs implementation.

Finally, I would like to call this group that has gathered here today as “Friends of SDG 16.” I look forward to working closely with you in the coming months and years to achieve the SDGs together. In this regard, I believe today’s meeting will provide a significant impetus towards that end. Thank you. /end/

오늘 회의는 인류의 가장 야심찬 과제로 평가받고 있는 역사적인 2030 지속가능개발의제가 채택된 지 1주년을 맞이하여 개최되었다는 점에서 특히 의미가 깊습니다.

오늘 SDG 16에 관한 회의를 개최하는 것은 동 목표가 특별한 가치를 갖고 있음을 보여줍니다. 반기문 유엔사무총장은 “The Road to Dignity by 2030” 제하 보고서에서 ‘효과적이고 책임있는 포용적인 제도’야말로 지속가능한 개발을 가능케 하는 바로 그 동인이자 결과물이라고 강조한 바 있습니다. 분명히, 목표 16은 새로운 개발 의제 전체를 엮어주는 황금실과 같습니다.

이처럼, 목표 16을 달성하기 위해서는 여러 이해관계자들 모두가 함께 참여하고, 노력하며, 혜택을 향유하는 진정으로 포용적인 파트너십이 필요합니다. 이러한 차원에서, 클락 UNDP 총재가 강조한 바와 같이 보다 많은 이해관계자들의 참여가 정책개발에 있어서 핵심이며, 특히 취약하고 소외받은 이들의 목소리를 포용하는 것이 중요합니다. 저는 이것이야말로 누구도 소외시키지 않는다는 SDG의 핵심 정신과 완벽하게 부합하는 접근이라고 믿습니다. 이러한 점에서, 우리 정부가 UNDP 신탁기금의 하나인‘평화롭고 포용적인 사회를 위한 거버넌스’에 3백만불을 기여할 예정임을 발표하게 되어 기쁘게 생각합니다.

우리 스스로의 개발 경험에 비추어 볼 때, 전자정부, 투명성 및 공공서비스는 포용적인 사회 구축에 있어서 중요한 부분입니다. 따라서 이러한 주요 주제들을 다루는 오늘 회의는 우리의 모범 사례들을 공유하고 배우는 유용한 기회가 될 것입니다.

이와 관련, 한국은 국제사회와 공유하고자 하는 것이 있습니다. 한국의 전자정부 시스템이 인간 중심 서비스라는 새로운 패러다임을 제시한 역할을 인정하여, 유엔은 3회 연속 한국에게 전자정부상을 수여했습니다. 구체적으로 살펴보면, 한국의 통합 정보 관리 시스템은 정부 내 모든 기관들을 포괄합니다. 이를 통해 모든 사람들이 정부 정책 및 공공서비스에 관한 정보에 접근할 수 있습니다. 정보에 대한 접근 개선은 투명성 및 책임성 강화로 이어지며, 그 결과 공공서비스의 질이 제고되는 선순환이 이루어지고 있습니다. 이러한 방식으로 사람들은 요람에서 은퇴 이후에 이르기까지 개인의 필요에 적합한 사용자 친화적인 메커니즘으로부터 혜택을 받게 되는 것입니다.

좋은 시스템을 갖추는 것만으로는 충분하지 않습니다. 이러한 시스템의 수혜자인 사람들의 역량을 강화하는 것 또한 그에 못지 않게 중요합니다. 이러한 이유로 박근혜 대통령께서는 지난 해 유엔개발정상회의에서 시민 육성에 있어 교육의 필수 불가결한 역할에 대해 강조하셨습니다. 주인의식과 사회적 책임감을 갖춘 세계 시민이야말로 굿거버넌스의 가장 기본적인 구성요소를 구성합니다.

한국은 모두를 위한 포용적이고 공평한 양질의 교육을 통해 급속한 경제 성장과 사회 발전을 이룩한 성공 사례입니다. 이 점이 바로 지난 해 한국이 주최한 세계교육포럼의 핵심 내용이었습니다.

여러분,

오늘 행사는 또한 지속가능개발목표(SDGs) 전체에 대한 인식을 제고하는 데 있어서 매우 시의적절하다고 봅니다. 한국은 2주 전 개최된 G20 항저우 정상회의에서 SDG 이행이 G20의 지속가능하고 포용적인 성장 추진과 불가분의 관계임을 강조한 바 있습니다. 이는 한국이 개도국과 선진국간 가교 역할을 하겠다는 의지의 표명입니다.

유엔 차원에서, 한국은 ECOSOC 의장국 수임기간 동안 SDG 이행 프로세스 확립에 있어서 주도적인 역할을 수행하였습니다. 한국은 2016년 고위급정치포럼에서 SDGs 채택 이후 최초로 자발적 국별 평가를 발표한 22개국 중 하나였습니다. 이러한 동료간 평가 메커니즘으로 인해 각국의 SDG 이행 경험 및 청사진을 공유하고, 이를 통해 국가들은 상호 학습 및 보완을 할 수 있게 될 것입니다. 아울러, 2011년 제4차 부산 개발원조총회에서 채택된 효과적 개발협력을 위한 글로벌 파트너십 원칙이 SDGs 이행에 있어서 중요한 지침이 될 수 있다고 믿습니다.

저는 오늘 이 자리에 모인 분들을 ‘SDG 16 우호국’이라고 부르고 싶습니다. 앞으로 SDGs 달성을 위해 여러분들과 긴밀히 협력해나가기를 기대합니다. 오늘 회의가 그러한 목표를 향한 중요한 동력을 제공할 것이라고 믿습니다. 끝.
