7th ACS Summit Meeting

Distinguished delegates,
Ladies and gentlemen,

Buenas tardes - good afternoon. Today, I feel truly privileged to be the Foreign Minister of the Republic of Korea to visit Havana and address the ACS Summit Meeting, here in this august chamber.

This Summit Meeting’s theme, “Together for a sustainable Caribbean,” has reinforced the ACS’s founding principles and objectives, and has also taken ACS a step further towards greater regional integration and connectivity. In this regard, I wish to commend our Cuban hosts for their excellent stewardship in successfully steering this Summit.

Over the past years, my government has made enhancing connectivity with Latin America and the Caribbean an important priority. We have been working closely together with our regional partners - the Forum for East Asia Latin America Cooperation (FEALAC), the Central American Integration System (SICA), the Community of Latin American and Caribbean States (CELAC), Mercosur and the Pacific Alliance. Indeed, for Korean diplomacy, last year was a “year of Latin America” - from our hosting the annual meeting of the Inter-American Development Bank (IDB), my President’s tour of four South American partner countries, to my participation at the FEALAC ministerial meeting in Costa Rica, where Korea was announced as the host of the next FEALAC ministerial meeting in June 2017.

So, why have we focused so much on forging stronger links with Latin America and the Caribbean? Because we live in an age of inter-connectivity, where politics and economics intermingle, and global and local issues are intertwined. More than ever before, we can see one region’s problem becoming transformed into an issue for the entire world. As this Summit’s theme underscores, we must come together to respond to our complex common challenges.

In this context, I appreciate how ACS members have agreed to join hands in implementing the Paris Agreement on climate change and the 2030 Agenda of Sustainable Development, two landmark achievements of the international community last year. For my part, last year in the run up to those conferences, I visited Fiji and the Pacific Islands region and witnessed the negative impact of climate change on small island developing states (SIDs).

So for the sustainable development of the Caribbean region, I understand that it is imperative for us to manage the challenges caused by climate change. This is why my government is positively looking into considerable support for the Impact of Climate Change on the Sandy Shorelines of the Caribbean project. We hope to contribute to regional efforts regarding climate change, as well as to develop sustainable tourism.

Another important and integral ingredient for this region’s sustainable development is stability and security. So I truly welcome this Summit Meeting’s reaffirmation of Latin America and the Caribbean as a “zone of peace,” declared at the CELAC in 2014. As UN Secretary-General Ban Ki-moon has pointed out, this part of the world is being reborn as a “region of peace,” with good news across the continent, from peace in Colombia to normalizing Cuba's neighborly relations.

I sincerely hope that the wind of peace and reconciliation will blow west and arrive at the Korean peninsula so that our vision for the nuclear weapons-free Korean peninsula can be realized sooner rather than later.


In our efforts towards this end, no message would be more powerful than that of the ACS member states, the co-authors of Tlatelolco Treaty which established the first ever nuclear weapons-free zone in the world.

In closing, I thank the Cuban government for the generous hospitality extended to my delegation, and would like to reaffirm my firm belief that this Summit Meeting will be a major milestone in promoting greater cooperation between the Republic of Korea and the ACS.

부에나스 따르데스(Buenas Tardes), 안녕하십니까?
오늘 이 위엄있는 회의장에서 대한민국 외교장관으로는 처음으로 카리브국가연합(ACS) 정상회의에 참석하게 된 것을 기쁘게 생각합니다.

금번 ACS 정상회의는 “지속가능한 카리브를 위한 단합” 이라는 주제하에 ACS 설립 당시의 원칙과 목표를 재확인하면서 지역 통합과 연계성 증진을 위한 건설적인 진전을 이루었습니다. 이런 점에서 금번 정상회의를 성공적으로 주최한 쿠바측의 리더십을 높이 평가합니다.

우리 정부는 지난 수년간 한국과 중남미ㆍ카리브 지역간 연계성 증진을 중요한 우선순위로 삼고, 이를 위해 많은 노력을 기울여 왔습니다. FEALAC, SICA, CELAC, MERCOSUR, Pacific Alliance 등 이 지역의 역내 협의체들과의 협력을 유지하고 있습니다. 특히 작년 2015년은 “중남미의 해”로 선언하면서, IDB 연차총회 한국 개최에 이어 박근혜 대통령의 중남미 4개국 순방이 이루어진 바 있습니다. 저도 작년 8월 코스타리카에서 개최된 FEALAC 외교장관회의에 참석했는데, 내년 6월에는 한국에서 FEALAC 외교장관회의가 개최될 예정입니다.

한국이 이처럼 중남미ㆍ카리브 지역과의 연계성 강화를 중시하는 이유는 갈수록 정치와 경제, 그리고 다양한 글로벌 이슈들간 연계성이 깊어지고 있으며, 그런 가운데 어느 한 지역의 문제는 곧 지구촌 모두의 문제가 되기 때문입니다. 금번 ACS 정상회의 주제가 강조하는 바와 같이, 현재 국제사회가 당면한 도전을 해결하기 위해서는 우리 모두의 단합이 그 어느 때보다 절실히 필요하다는 인식 때문입니다.

이런 점에서 금번 ACS 정상회의에서 작년에 국제사회가 이룬 최대 성과인 新기후변화협약과 지속가능개발목표(SDG) 이행을 위해 ACS 차원의 공동의 노력을 강화해 나가기로 한 것을 높이 평가합니다. 카리브 지역의 경우 지속가능개발을 위해서는 기후변화로 인한 도전을 관리하는 것이 무엇보다 중요한 과제라고 생각합니다. 저는 지난해 피지 등 남태평양 도서국가 방문을 통해 기후변화가 소규모도서개발도상국(SIDS)에 미치는 부정적 영향을 잘 이해하고 있습니다.

이런 점에서 우리 정부는 ACS에서 제안한 “카리브 지역 모래 해안선에 대한 기후변화의 영향 대응사업”에 대해 상당한 재정적 기여를 하는 방안을 적극 검토코자 합니다. 동 사업 지원을 통해 카리브 지역내 기후변화 대응, 지속가능 관광 등에 기여할 수 있기를 기대합니다.

지속가능한 발전을 위해서는 안정적인 역내 안보환경이 필수적입니다. 이런 점에서, 금번 정상회의가 중남미ㆍ카리브 지역을 ‘평화지역’으로 선포한 2014년 CELAC 정상회의의 선언을 재확인한 것을 진심으로 환영합니다. 반기문 유엔사무총장이 중남미가 ‘평화의 지역’으로 거듭나고 있다고 한 바와 같이, 최근 콜롬비아에서의 평화협상이 진전을 이루고, 쿠바와 인접국간 관계정상화 과정이 진행되는 등 이 지역에서 긍정적인 움직임들이 전개되고 있는 것을 기쁘게 생각합니다.

이러한 평화와 화해의 바람이 서쪽의 한반도까지 도달해 핵무기 없는 한반도를 위한 우리의 비전이 조기에 실현될 수 있기를 기대합니다. 이를 위한 우리의 노력에 세계 최초의 비핵지대를 창설한 틀라텔롤코 조약(Treaty of Tlatelolco)을 만들어낸 ACS 회원국들의 지지와 성원은 그 무엇보다도 강력한 메시지가 될 것입니다.

이번 ACS 정상회의에 참석한 우리 대표단에 베풀어주신 쿠바 정부의 환대에 다시 한번 감사드립니다. 이번 정상회의 참석이 한국과 ACS간 협력 증진을 위한 중요한 이정표가 될 것으로 확신합니다. 감사합니다 (Muchisimas gracias). 끝.
