주한외교단 여러분,

내외 귀빈 여러분,

반갑습니다. 시간이 정말 빨리 가는 것 같습니다. 작년 자선음악회에서 금년 양(羊)의 해를 맞아 평화와 행복을 기원했었는데, 올해를 돌아보면 정말 다사다난(多事多難)한 한 해였던 것 같습니다.

물론 좋은 소식도 있었습니다. 지난 9월 뉴욕에서는 세계 각국 정상들이 더 나은 세계를 만들기 위한 가장 야심찬 과제인 2030 지속가능개발목표(SDG)에 합의했습니다. 지금 파리에서는 역사적인 新기후체제 수립을 위한 협상이 진행 중입니다. 그런 만큼 금년이 지구와 인류의 미래에 있어 기념비적인 해로 기록되기를 바라고 있습니다.

하지만, 올해 우리는 전세계에 걸쳐 복잡하고 엄중한 도전과 위기들에 직면했습니다.
- 앙카라와 베이루트에서 LA, 말리, 파리에 이르기까지 극악무도한 테러가 발생하였습니다. 이는 그 어느 곳도 테러와 폭력적 극단주의로부터 안전하지 않음을 보여줍니다.
- 시리아, 이라크, 리비아 및 예멘 등 지역에서는 갈등이 계속되고 있습니다.
- 그리고, 제2차 세계대전 종전 이후 최대 규모인 6천만여 명의 난민들이 있습니다. 세 살배기 아일란 쿠르디 군의 죽음은 난민들의 고통을 생생히 보여주었습니다.

이런 사건들을 통해 우리는 평화와 안정의 소중함을 다시 깨닫게 됩니다. 대통령님은 지난주 유네스코 특별연설에서 “전쟁은 인간의 마음에서 비롯된 것이므로 평화의 방벽을 쌓는 것도 인간의 마음에서 비롯되어야 한다”는 유네스코 헌장을 인용하며 바로 이 점을 강조하셨습니다.

또한, 우리는‘우리’(We)라는 공동체 의식, 그리고 어려운 상황에 있는 이웃을 위한 마음(passion for compassion)을 키워나가야 할 것입니다.

이런 점에서 음악은 강력한 도구입니다. 음악은 만국공용어입니다. 유럽에서는 유명한 크리스마스 휴전(Christmas Truce)’ 당시 병사들이 전선을 넘어 함께 캐롤송을 불렀습니다. 동양에서는 고향을 그리는 구슬픈 노래에 병사이 무기를 내려놓았다는 고사(故事)가 있습니다.

그런 점에서 저는 오늘 우리들의 목소리를 통해서도 희망과 사랑, 화합의 강력한 메시지가 울려퍼질 것이라 믿습니다.

6월 파주 임진각 평화공연에서 멋진 공연을 보여 주셨던 Diplomats’Choir 여러분, 태권도를 전세계에 알리고 한류열풍을 이끌고 있는 K-타이거즈 여러분, 지난 여름 유라시아 친선특급을 함께했던 예술인 여러분, 업무와 가무에 모두 능한 외교부 동료 여러분 등 모든 분들께 진심어린 감사의 말씀을 전합니다.

마지막으로, 지혜와 재주의 상징인 원숭이의 해를 맞아 모든 분들에게 행복이 충반하길 기원합니다.

MOFA-Diplomatic Corps Charity Concert

Members of the Diplomatic Corps,
My MOFA colleagues,
Ladies and gentlemen,

Good evening. It’s amazing how time flies. At last year’s Charity Concert, I wished for peace and happiness in this year of the sheep.

However, looking back at 2015, I would say that we had a turbulent year.

Yes, we had some good news. Last September in New York, world leaders agreed on the 2030 Sustainable Development Goals – the most ambitious to-do-list for building a better world for all. And now in Paris, negotiations are going on for a historic new climate change regime. So, hopefully this year will go down as a landmark year for the future of the planet and the people.

Nevertheless, this year we faced multiple daunting challenges and crises across the world.

 The heinous terrorist attacks, from Ankara and Beirut to suburban Los Angeles, Mali and Paris. It showed us no place is safe from the specter of terrorism and violent extremism.

 The ongoing regional conflicts in Syria, Iraq, Libya and Yemen.
 And 60 million refugees, the largest since the end of the Second World War. Their plight was vividly shown by the death of the three year old child, Alan Kurdi.

All these events remind us how precious peace and stability are. Indeed, last week at the UNESCO, President Park emphasized this point, quoting the UNESCO Constitution, that “as war begins in the minds of men, it is in the minds of men that defenses of peace must be constructed.”

Moreover, we need to promote a sense of community, of “we-ness,” and a “passion for compassion.”
In this regard, music is a powerful instrument. Music is our “universal language.” In Europe, during the famous “Christmas truce,” soldiers crossed trenches and sang carols together. In East Asia, we have a story of armies laying down their arms at the sound of music.

So, I am sure that today, our voices will send out a powerful message of hope, compassion and harmony.

I thank all of you here today, including the perfomers – the Diplomats’ Choir, who gave us a magnificent performance at the Peace Concert in June; the K-Tigers, promoting Taekwondo and the Korean Wave around the world; the wonderful artists who joined the Eurasia Friendship Express this past summer; and last but certainly not least, my MOFA colleagues who not only know how to work, but also how to have fun.

In closing, I wish each and every one of you all happiness in the New Year of the monkey – symbolizing wisdom, talent and capability.
