 Luncheon Remarks

Excellencies,

I am truly pleased to welcome all of you. We may come from different regions and speak different languages, but a common theme has brought us together. It is the belief that, as countries that share common values and seek to use our influence in a constructive way, we can work as a force for good in our turbulent world.

For MIKTA, today is an important milestone in strengthening the mechanism for cooperation. We’ve already had four ministerial meetings. But today’s SOM means that MIKTA is now taking roots not only at the political, but also at the policy level as well. In that sense, to quote one of my favorite phrases, we are all “present at the creation.”

But of course, this means we shoulder a special responsibility, not just to ourselves, but to those who will follow our footsteps in the years to come. So, as someone who has great affection for MIKTA, I would like to offer some thoughts, in three simple keywords, on the road ahead.

First is “awareness.” To be relevant, MIKTA has to be constantly aware of the state of our world. We have already shown that we are capable of this. MIKTAs statements on the North Korean nuclear threat, the shooting down of flight MH17 and the Ebola epidemic were timely and helped push the agenda on global issues.

Second is “solidarity.” Our diversity – regional, cultural, historical and religious – is a great source of synergy and an advantage for MIKTA. But as the Korean proverb goes, many pearls need a chain to become a beautiful necklace. Likewise, we need a common sense of purpose in order to put our strengths to good use.

Third is “added value.” Let’s add value for ourselves, and for the wider world, by aiming for tangible outcomes, for visible deliverables. Action speaks louder than words, so do as much as you can – this is a maxim I always try to keep in mind. That’s why after the MIKTA statement on Ebola, I beefed up support to combat Ebola and led the dispatch of a Korean medical team to Sierra Leone.

Now, without further ado, I would like to propose a toast: to MIKTA!

여러분 모두를 진심으로 환영합니다. 우리는 서로 다른 지역에서 왔고 다른 언어를 쓸지는 몰라도 공동의 주제를 가지고 한 자리에 모였습니다. 그것은 우리 모두가 공동의 가치를 보유한 국가들로서, 우리들의 영향력을 건설적으로 활용함으로써 격동의 국제사회에 긍정적인 기여하는 것입니다.

오늘은 믹타 협력 메커니즘 강화에 있어서 매우 중요한 이정표가 될 것입니다. 우리는 이미 네 차례 외교장관회의를 개최한 바 있습니다만, 오늘 고위급회의 개최는 믹타가 정치적으로 뿐만 아니라 정책적 차원에서도 뿌리를 내리기 시작했다는 것을 의미합니다. 그러한 의미에서, 제가 좋아하는 구절 중에 하나를 인용하자면, 우리는 모두 “역사의 현장에 서 있는 것”입니다.

이는 또한 우리 세대뿐만 아니라 다가올 미래 세대들에 대해서도 우리가 특별한 책임을 가지고 있다는 것을 의미합니다. 이상의 같은 맥락에서 믹타에 지대한 애정을 가진 사람으로서 저는 세 가지 키워드로 앞으로 나아가야 할 길을 제안하고자 합니다.

첫 번째는 “분명한 의식”입니다. 이는, 믹타가 유용성을 발휘하기 위해서는 국제사회의 흐름에 지속적으로 관심을 가져야 한다는 것입니다. 우리는 우리가 그러한 능력을 갖추고 있다는 것을 이미 보여준 바 있습니다. 시의적절하게 채택된 북한의 핵위협, 말레이시아 민항기(MH17) 격추, 그리고 에볼라 사태와 관련한 믹타의 성명들은 이러한 사안들이 글로벌 이슈로서 다루어질 수 있도록 하는데 기여하였습니다.

두 번째는 “연대”입니다. 우리의 지역, 문화, 역사 그리고 종교에 있어서 다양성은 역설적으로 시너지 효과를 내는 훌륭한 원천이자 믹타의 장점입니다. 하지만, ‘구슬이 서 말이라도 꿰어야 보배’라는 한국의 속담과 같이, 우리의 역량을 선용하기 위해서는 믹타의 목표에 대한 공동의 인식이 필요합니다.

세 번째는 “부가가치”입니다. 구체적인 결과물과 가시적인 성과를 거둠으로써 우리 스스로와 국제사회 전체를 위해 부가가치를 생산해야 합니다. ‘열 마디 말보다는 하나의 행동이 중요하다’는 격언을 항상 염두에 두어야 합니다. 이러한 맥락에서, 에볼라 관련 믹타 성명이 나온 이후에, 한국 정부는 에볼라 대응 지원을 강화코자 시에라리온에 의료팀을 파견한 바 있습니다.
