<한-EU 외교장관회담 약식 기자회견 발언>

 먼저 애슈튼 고위대표의 방한을 진심으로 환영합니다. 금번 방한은 EU 외교안보정책 고위대표의 최초 한국 방문으로서, 한･EU 양자관계에 큰 역사적인 의미가 있습니다. 특히, 애슈튼 고위대표는 방금 서명한 위기관리활동 기본참여 협정을 비롯하여, 한･EU 기본협정, 한･EU FTA에 이르기까지 양자관계의 틀을 제공하고 있는 3대 협정을 모두 타결한 산파이자 한･EU 관계발전의 산증인이기도 합니다.

 아시다시피, 저는 지난 5월 초 뉴욕에서 안보리 의장국 활동 계기에 애슈튼 고위대표와 회담을 가졌습니다. 이후 채 3주도 되지 않아 애슈튼 고위대표가 우크라이나 사태 등 산적한 현안에도 불구하고 한국을 찾은 것은 한･EU 관계를 한층 견고히 하고자 하는 애슈튼 고위대표의 의지를 반영한 것으로 생각합니다.

 오늘 회담에서는 ▲한･EU 양자현안, ▲최근 북한의 도발 등 북한･북핵 문제, 그리고 ▲동북아 및 국제정세 등에 대해 논의하였으며, 많은 분야에서 향후 협력 방안에 대해 의견의 일치를 보았습니다.

 우선, 한･EU 양자관계와 관련, 지난해 11월 수교 50주년을 맞이하여 가진 정상회담이 모든 방면에서“최적의 파트너”인 양자 관계를 한층 업그레이드 하고, 향후 50년을 위한 로드맵을 마련한 계기가 되었다는 평가를 공유하였으며, 정상회담 후속조치들이 차질없이 이행되도록 점검하였습니다.

 이와 관련, 지난 5월  한･EU 사이버정책협의회가 이미 개최되었고, 9월에는 한･EU 동북아평화협력구상 세미나가, 10월에는 한･EU 산업정책대화가 각각 개최될 예정임을 확인하였습니다. 또한, 신규 EU 회원국인 크로아티아에 대한 한･EU FTA 추가의정서가 우리 국내절차를 완료하여 5.26 발효될 예정이고, 한･EU 기본협정(Korea-EU Framework Agreement)이 EU 회원국들의 국내비준 완료로 6.1 발효될 예정임을 설명하였습니다.

 불법어업(IUU) 문제에 대해서는 지난 뉴욕 회담시에 이어 오늘 회담에서도 의견을 교환하였습니다. 양측은 이 문제가 한･EU간 긴밀한 양자관계라는 큰 틀하에서 양측 수산 당국간 대화와 협력을 통해 원만히 해결될 수 있도록 계속 독려해 나가기로 하였습니다.

 한･EU 관계의 발전에 있어서 글로벌 차원에서의 협력을 심화해 나가는 것 또한 중요한 과제입니다. 이와 관련, 글로벌 안보분야에서 방금 서명한 위기관리활동 기본참여협정을 통해‘미래형 파트너쉽’을 향한 전략적 관계의 기반이 재정비된 것을 다시 한 번 확인하였습니다.

 애슈튼 고위대표와 본인은 북핵ㆍ북한 문제에 대해서도 의견을 교환하였습니다. 양측은 북한의 핵개발을 결코 용납할 수 없으며 핵실험 등 추가도발에 대해 국제사회가 단호히 대응할 것이라는 입장을 재차 확인하고, 북한의 도발억지와 북한 비핵화를 위한 협력을 더욱 강화해 나가기로 하였습니다. 특히, 어제 NLL 이남 우리측 수역에서 발생한 도발 행위는 절대 용납할 수 없다는 점에 의견을 같이 하였습니다.

 EU측은 또한 우리의 대북정책에 대한 공조 의지를 재확인하였으며, 이와 관련, 한･EU간 대북정책협의를 강화하고, 위기관리활동 기본참여협정을 성실히 이행해 나감으로써, 다양한 위기관리 상황에서의 공조 능력을 제고해 나가기로 합의하였습니다.

 동북아 정세와 관련하여서는 최근 역내 주요국들의 행보와 안보정책, 그리고 역외에서 벌어지고 있는 일련의 상황이 동북아에 미치는 영향 등에 대해 허심탄회한 대화를 나누었습니다. 그리고, 한･EU가 전략적 동반자로서 다양한 국제 문제에 대한 전략적 소통을 더욱 강화해 나갈 필요성에 공감하였습니다.

 전반적으로 오늘 회담의 결과물은 한･EU 관계의 긴밀함과 향후 발전 전망을 잘 보여주고 있다고 생각하며, 양자 관계가 상호 신뢰와 공동의 가치에 기반한 모범적인 관계로 진전되어 나가는 과정에서 애슈튼 고위대표님께서 더 많은 역할을 해 주실 것으로 확신합니다. 감사합니다. /끝/

 Let me start by extending a heartfelt welcome to High Representative and Vice President of the European Commission Catherine Ashton to Korea. Her visit marks a significant milestone in the history of the ROK-EU bilateral relations, as her visit is the first of its kind by the High Representative of the EU. It is worth noting that she is one of the very witnesses of the development of the ROK-EU relations, as she was the one who negotiated the three agreements that constitute the main pillars of the bilateral relations - namely, the ROK-EU Framework Agreement, EU-Korea Free Trade Agreement and the Agreement Establishing a Framework for the Participation of the Republic of Korea in European Union Crisis Management Operations, which was signed today.

 As you are aware, we had a brief meeting in New York in early May on the sidelines of the UN Security Council Open Debate. That she visited Korea in less than 3 weeks from then despite the great deal of pressing issues including the situations in Ukraine, I think, reflects her commitment to further consolidating the ROK-EU relations.

 In today's meeting, we discussed the pending issues between the Republic of Korea and the EU, as well as North Korea and its nuclear issue, including the North's lastest provocation, and the situation in Northeast Asia and the world. We concurred with each other in ways to further expand our future cooperation in a wide rage of areas.

 First of all, we shared the view that the ROK-EU Summit, which was held in November in celebration of the 50th anniversary of diplomatic relations, served as an opportunity for the two sides, as "natural partners", to further upgrade the bilateral relations in all aspects, as well as to present a future roadmap for the next 50 years. We also reviewed the progress made in implementing the follow-up measures to the ROK-EU Summit.

 In this regard, we noted with satisfaction that the first 'ROK-EU Cyber Policy Consultation' took place in May, and that  'the Joint Seminar on Northeast Asia Peace and Cooperation Initiative' and 'the Industrial Policy Dialogue' are slated for this coming September and October, respectively. Furthermore, I elaborated on the upcoming effectuation of the two agreements. The  Additional Protocol to the EU-Korea Free Trade Agreement, reflecting Croatia's accession to the EU, will take effect from May 26 and the ROK-EU Framework Agreement from June 1, with the completion of relevant procedures.

 We also continued to exchange views on illegal fishing. Our two sides agreed to encourage cooperation among the related fisheries authorities in a more proactive manner so that this issue will be resolved adequately under the context of close bilateral relations between Korea and the EU.

   On the other hand, deepening cooperation at the global level is another important task for the ROK and the EU in the future development of the bilateral relations. In this context, we reaffirmed that the foundation for the Strategic Partnership, which is on its path toward a 'future-oriented partnership', will be strengthened in the global security arena, with today's official signing of the Agreement related to crisis management.

   Baroness Ashton and I also exchanged views on North Korea and its nuclear issue. We once again made it clear that the two sides would not tolerate the North's development of nuclear programs, the international community would resolutely respond to additional provocations including nuclear tests, and agreed to further strengthen cooperation toward deterring North Korea's provocations and toward its denuclearization. In particular, we agreed that the provocation that took place in the south of NLL yesterday will never be accepted.

   The EU side reaffirmed its commitment to cooperate with the ROK Government on its policy toward North Korea. Standing firm on this commitment, our two sides agreed to further enhance the collaboration capability under various possible situations requiring crisis management, including those on the Korean Peninsula, by strengthening the ROK-EU Consultations on North Korea Issues and fully implementing the Agreement that was signed today.

   In terms of the situation in Northeast Asia, we exchanged candid views on the recent moves of the other countries in the region and their security policies, as well as the impact of a series of events occurring outside of the region. We agreed on the need to intensify strategic conversations on the new stream of developments in global affairs as strategic partners.

   I think the results of today's meeting well demonstrate the closeness of the ROK-EU relations and the potential for its further development. And I have every confidence that Baroness Ashton will continue to play a crucial role as the ROK-EU relations, based on mutual trust and common values, develop into a model case for any bilateral relations.
