Seoul Conference on Cyberspace

Excellencies,
Dear Colleagues,
Ladies and Gentlemen,

I am very pleased to see that the 2013 Seoul Conference on Cyberspace is coming to a very successful closing. Let me take this opportunity to thank all those who have contributed to making this conference a resounding success!

I want to pay special tribute to the members of the Preparatory Committee, the Private Advisory Committee, and so many volunteers, without whose efforts this conference could not have been possible.

My sincere appreciation goes also to the delegations of the United Kingdom and Hungary, the two former chairs of the Conference on Cyberspace, who shared with us their invaluable expertise, experience and advice.

Most of all, on behalf of the government and the people of Korea, I would like to thank all participating delegations for sharing the wisdom and insights with such enthusiasm and professionalism.

Ladies and Gentlemen,

During the Opening Ceremony, I stressed the need for a new order in this new frontier called cyberspace, which is full of opportunities and challenges.

I also expressed my hope that the Seoul Conference would provide a new direction and momentum for future progress.

In this regard, I am very pleased that this Conference was able to express its support for the “Seoul Framework” and “Best Practices” together with the Chair’s Summary.

In my humble view, these outcomes of the Seoul Conference represent the best common political denominator that can be summoned among the largest number of delegations to have attended the Conference on Cyberspace.
I submit that the Chair’s Summary and the Seoul Framework will serve as a meaningful turning point in our quest to build an open and secure cyberspace.

The realization of the need for norms on cyberspace in London two years ago has taken concrete shape in the Seoul Framework that we are supporting today. And I believe that our efforts today will pave the way for further progress in the Hague in 2015.

In this regard, as emphasized by the British Cabinet Minister Francis Maude, we should focus on developing international norms that reflect the importance of co-operation ? between countries and between sectors, including government, industry, and civil society, under the framework set in the Seoul Conference.

Ladies and Gentlemen,

Over the last two days, I was able to see and feel passions ignite as everyone in this conference hall came together in the pursuit of a common cause.

That cause is to ensure that cyberspace develops into a new frontier that is open, secure and prosperous.

I am confident that such determination and passion, along with the friendship and professionalism that we have fostered during the Seoul Conference will lead to a win-win outcome that will enhance the competitiveness of participating countries and promote global prosperity.

A pioneer who explores a new path may take each step in fear of the unknown, but overcomes such anxieties thinking of those who will later follow his or her footstep in comfort.

Such a sentiment may have been what you felt as you took part in the various discussions over the past two days. The journey that we have begun will be long, and it will not be easy.

As reflected in the Proverb, “Just as iron sharpens iron, friends brighten the faces of each other.” I hope that the solidarity and friendship forged in Seoul will serve to sharpen our collective wisdom as we pave the way for global prosperity.

As your friend, Korea will also continue to actively take part in the global efforts to shape the norms of cyberspace.

I look forward to seeing you again in the Hague in 2015. Thank you.

존경하는 각국 대표 여러분,
내외 귀빈 여러분, 

  2013년 세계 사이버스페이스총회를 성공적으로 마치게 되어 매우 기쁘게 생각합니다. 이 기회를 빌어 금번 행사를 성공적으로 치루는 데 많은 기여를 해 주신 분들에게 각별한 고마움을 표시하고자 합니다. 특히, 행사 준비위원회, 민간 자문위원회, 그리고 수많은 자원봉사자 여러분들의 노고도 치하합니다.

  아울러, 이전 총회 개최국가로서 유용한 경험과 노하우를 전해주신 영국과 헝가리 대표단에도 진심으로 감사를 표합니다. 무엇보다도, 모든 총회 일정에 적극적으로 참여하시고 지혜와 통찰력을 아낌없이 공유해 주신 참가국 대표단 여러분 모두에게 한국 정부와 국민을 대표하여 감사의 마음을 전하고자 합니다. 

신사 숙녀 여러분,
 
  본인은 개회사에서 사이버스페이스라는 기회와 도전이 공존하는 신대륙에 새로운 질서가 필요함을 강조하였습니다. 또한, 금번 서울 총회가 향후 사이버스페이스에 관한 실질적인 국제규범 형성을 위한 논의에 새로운 방향성과 추진력을 제공할 수 있기를 바란다는 희망을 피력한 바 있습니다.

  이와 관련, 금번 총회에서 ‘서울 프레임워크(Seoul Framework and Guidelines for an Open and Secure Cyberspace)'와 최적 관행(Best Practice)에 대한 지지가 표명된 것을 매우 기쁘게 생각합니다. 특히, 금번 서울 총회의 결과물은 사상 최대 규모의 대표단이 참석한 가운데 도출된 최상의 정치적 공통분모로서, 개방되고 안전한 사이버스페이스 구축을 위한 의미있는 전환점이 될 수 있으리라 확신합니다.
 
  2년 전 런던에서 시작된 국제규범 형성에 대한 공감대는 ‘서울 프레임워크’라는 결과물로 구체화 되었습니다. 그리고 이러한 우리 모두의 노력은 2015년 헤이그에서의 추가적인 진전을 위한 바탕이 될 것입니다. 이와 관련하여, 우리 모두는 방금 전 Francis Maude 영국 내무사무처장님이 밝힌 바와 같이, 서울 총회가 제시한 틀을 바탕으로 국가간, 그리고 정부, 산업 및 시민사회를 망라하는 분야간 협력을 중시하는 국제규범을 발전시켜 나가야 할 것입니다.

신사 숙녀 여러분,

  지난 이틀 동안 본인은 공동의 목표를 향한 여러분들의 열정이 뜨겁게 달구어지는 모습을 보고 느낄 수 있었습니다. 그 목표는 바로 개방되고 안전한 인류번영의 신대륙, 사이버스페이스를 함께 만들어 나가는 것입니다. 오늘의 뜨거운 관심과 열정, 그리고 서울 총회를 통해 확인한 우정과 전문성이 개별 국가의 경쟁력을 높이는 동시에 인류 전체의 번영에도 기여하는 상호 윈-윈의 호혜적인 성과들을 창출해 낼 것으로 확신합니다. 

  새로운 길을 개척하는 탐험가는 전례가 없는 길을 가기에 내딛는 발걸음마다 두려움을 가지지만, 자신이 만든 길을 편히 뒤따를 많은 이들을 생각하며 이를 극복합니다. 금번 총회에 참석한 여러분들의 마음이 바로 이 탐험가의 마음과 같았을 것이라고 생각합니다. 이 탐험은 긴 여정이며 쉽지 않은 도전입니다.

  “좋은 친구는 친구의 얼굴을 빛나게 하고, 철이 철을 날카롭게 한다”라는 경구가 나타내 주듯이 서울 총회 참석자 여러분들의 단합과 우의는 인류의 집단 지성을 더욱 날카롭게 하여, 마침내 빛나는 인류 공동체의 번영을 가져다 줄 것이라고 확신합니다.

  한국 정부도 여러분들의 좋은 친구로서 이러한 국제사회의 규범형성 노력에 적극 동참할 것입니다.
  2015년 헤이그에서 다시 반가운 얼굴로 뵐 수 있기를 기대합니다.
