Prime Minister of the Syrian Interim Government,

Personal Representative of the German Foreign Minister,
Members of Delegations, and
Distinguished Guests,

I am delighted to have you all here in Seoul at the Third Meeting of the Working Group on Economic Recovery and Development of the Group of Friends of the Syrian People.

Let me welcome all the delegations from around the world, particularly Prime Minister Ahmad Tomeh and other distinguished members of the Syrian National Coalition (SNC), who have travelled great distances to come to Korea.

I also wish to extend my sincere gratitude for the cooperation and support that Germany and the United Arab Emirates have rendered to us as co-chairs of the Working Group.

It is my sincere hope that today’s meeting will mark another important milestone on our journey to rebuild Syria.

It has been nearly three years since the shooting against peaceful protesters in Daraa ignited a civil war in the early 2011.

More than 100 thousand Syrians were killed, and over 9 million Syrians lost their homes. One million children are left without adequate protection and education.

Worst of all, we witnessed the death of 14 hundred innocent lives as the result of chemical weapons attack, which UN Secretary-General Ban Ki-moon called one of the worst humanitarian disaster of the 21st century.

The international community has condemned the use of chemical weapons in Syria in a united and firm voice.

I myself was present at the United Nations Security Council where UNSC Resolution 2118 was adopted on September 27. As Korea is constantly faced with threat of chemical weapons from across the DMZ, I emphasized the need for immediate elimination of chemical weapons not just in Syria but also from the entire world.

For its part, Korea is actively supporting the efforts of OPCW to eliminate chemical weapons in Syria. Financial assistance of 1 million dollars is on its way to OPCW. A Korean expert is seconded to the Operational Planning Group, making humble contributions to the works of OPCW.

Despite the progress made towards the elimination of chemical weapons in Syria, the civil war is still ongoing at this very moment.

Indiscriminate attacks against civilians are threatening their lives and human rights. Furthermore, the Syrian civil war is posing a threat to regional stability and world peace.

Now, the international community, including the UN General Assembly, Security Council and Human Rights Council, is calling for the immediate resolution of the Syrian crisis. Indeed, this has become the common responsibility of the entire world community.

In response to this call, efforts are under way to meet the most urgent challenges in Syria.

The international community is mustering the support to end the conflict and help the Syrians to rebuild their community towards prosperity.

Amongst such efforts, work of this Working Group has a particular meaning.

First, this forum looks beyond the immediate challenges and is seeking to prepare a strategy for a better future for the Syrian people.

An author once rightly observed about Syria that “kids without books and classes are more terrifying than men with guns.”

Such an observation highlights the true value of this forum, as it endeavors to restore the dream for a brighter future among the Syrian children in refugee camps, and to foster a new sense of hope among the Syrian people living in despair.

Second, this forum takes place in a very timely manner, considering the recent progress made toward the resolution of the Syrian crisis.

Since the 2nd meeting of this Working Group that was held in September 2012 in Berlin, the Syrian National Coalition has been formed and much progress has been made towards the elimination of chemical weapons.

As many had hoped, the Geneva II Conference will be held very soon to bring the Syrian crisis to an end.

Against this backdrop, today's meeting will serve as a great opportunity to engage in an in-depth discussion on strategies to rebuild Syria.

I hope that today's meeting will be a meaningful stepping stone that will ensure the success of the Geneva II conference.

Third, the venue of this forum gives it another meaningful dimension in terms of historical perspective.

Korea has achieved a miraculous development from the ashes of the War that ended 60 years ago. The post-war reconstruction and development that was achieved with the help from the international community is often referred to as the "Miracle on the Han River."

Today, the Korean government has set the pursuit of “happiness for the global village" as one of its foreign policy goals based on its past experience of development. It is my hope that our experience may be a source of inspiration for today's discussions and pave a way toward a “miracle on the Barada river.”

Distinguished Guests,

In today’s meeting, five platforms including agriculture, food security, and energy will be discussed under the overarching goal of achieving Syria's economic recovery and development.

I would like to share with you some of my thoughts on the basic principles and approaches for the discussions on these themes.

First, the Syria-centeredness. We should focus on listening to the demands of the Syrian people, and make decisions fully taking into account the perspectives of the Syrian people.

Second, the holistic approach. As each platform we will be discussing is interconnected, we should embrace an integrated approach. At the same time, balanced considerations should be given to long-term tasks as well as immediate needs on the field.

Third, the action-orientedness. Today's discussions should be something more than political rhetoric or mere formalities. We should engage in our discussions with a clear end-goal in sight, and aim to come up with concrete results.

By integrating today's discussions with the results from the previous meetings and by charting out the future course of action through such principled discussions, I am confident that we will make a meaningful contribution to the recovery of Syria.

As I have mentioned before, the Geneva II Conference will be held in a little more than a month from today.

I cannot emphasize enough the importance of this conference, which will lay the groundwork for the resolution of the Syrian crisis.

We cannot afford to procrastinate.

We should adhere to the principle of an "inclusive and Syrian-led political process." Syrian opposition should be united under the strong leadership of the SNC, overcoming any differences for the greater cause.

Furthermore, other participants in Geneva II Conference should place a priority on the protection of the interests of the Syrian people.

Korea will do its best to generate a positive impetus for the Geneva II Conference, especially by ensuring the success of this Working Group meeting.

They say that "the deeper the winter gets, the nearer the spring comes." Likewise, although the situation in Syria is difficult for now, a bright future is dawning thanks to everyone's combined efforts and wisdom.

I hope that the Syrian people will be able to forget the pain and suffering of the present, and live in a free, just and democratic society in the near future.

A good friend is the one that asks “how can I help?” rather than “what’s wrong?”

I am confident that as long as Syria has friends like us gathered in this hall today to discuss what we can do to help, a better tomorrow will soon come to the people of Syria.

제3차 시리아 경제재건 작업반 회의가 서울에서 개최된 데 대해 매우 기쁘게 생각합니다. 먼 거리를 여행하신 각국 대표단 여러분, 특히 투으메 시리아 임시정부 총리를 비롯한 시리아국민연합(SNC) 주요 인사들의 참석을 진심으로 환영합니다.

아울러, 이 자리를 빌어 공동의장국 독일․UAE측의 지원과 협조에 각별한 사의를 표하며, 금번 회의가 시리아 재건문제를 논의하는 여정에서 또 하나의 중요한 이정표가 되기를 기대합니다. 

내외 귀빈 여러분,

2011년 초 다라아(Daraa)에서의 평화적 시위대에 대한 발포가 내전으로 격화된지 거의 3년이 다가오고 있습니다. 그간 10만여명의 시리아인이 사망하였고, 900만 여명이 삶의 터전을 잃었으며, 약 100만명의 어린이들이 적절한 보호와 교육을 받지 못하고 있습니다. 반기문 유엔 사무총장께서 “금세기 최대 인도적 재앙의 하나”라고 한 화학무기 공격으로 1,400여명의 무고한 인명이 살상되는 비극적인 순간도 목도하였습니다.

국제사회는 일치되고 단호한 목소리로 시리아내 화학무기 사용을 규탄 하였습니다. 본인도 지난 9.27일 안보리 결의안 2118호가 채택되는 현장에 참석하였습니다. 그 자리에서 본인은 비무장지대(DMZ) 반대편으로부터의 화학무기 위협에 노출되어 있는 한국으로서는 시리아내 화학무기의 즉각적인 폐기뿐만 아니라, 지구촌 전체에서 화학무기가 폐기되어야 함을 강조하였습니다.

아울러, 한국은 시리아 화학무기 폐기와 검증을 주도하는 OPCW의 활동을 적극 지지하고 있습니다. 총 100만불의 재정지원을 제공할 예정이며, 우리 전문가도 이미 작업계획그룹에 파견되어 나름대로의 기여를 하고 있습니다.

이러한 화학무기 폐기의 진전에도 불구하고 시리아 내전은 지금 이 순간에도 계속되고 있습니다. 민간인에 대한 무차별적 공격은 시리아인들의 생명과 인권을 위협하고 있습니다. 나아가, 시리아 사태는 지역안정과 세계평화를 위협하고 있습니다. 이제 국제사회는 유엔 총회에서, 안보리에서, 인권이사회에서 한 목소리로 시리아 문제의 조속한 해결을 요구하고 있으며, 이는 우리 모두의 책임이 되었습니다.

내외 귀빈 여러분,

이러한 부름에 부응하여, 시리아의 당면과제를 해결하기 위한 다양한 노력들이 진행 중에 있습니다. 시리아의 분쟁 종식과 시리아 국민들의 재건 및 번영을 위해 지혜를 모아 행동하고 있습니다.

그러한 노력들 중에서, 시리아 경제재건 작업반 회의는 독특한 의의를 가지고 있습니다.

첫째, 이 포럼은 당면 과제를 넘어서 시리아인들의 미래 전략을 준비하는 포럼이라는 점에서 특별한 의의가 있다고 하겠습니다.  “총을 든 어른 보다 교실 없는 어린이들이 더욱 절망적인 문제”라는 어느 작가의 날카로운 지적이 이 포럼의 독특한 가치를 잘 표현해 줍니다. 교실에서 몰려난 난민촌 어린이들에게는 미래의 꿈을, 폐허 속에서 절망하는 국민들에게는 재건의 희망을 일깨워 주는 것이 바로 이 회의의 진정한 목표이기 때문입니다. 

둘째, 금번에 개최되는 3차 회의는 시리아 문제 해결을 위한 국제공조가 진행되는 과정에 있어 매우 시의적절하고 중요한 함의를 가지고 있습니다. 작년 9월 제2차회의가 베를린에서 열린 이후, 시리아국민연합이 출범하여 화학무기 폐기의 진전과 같은 성과를 도출하였고, 이제 모두가 바라던 시리아 분쟁 종식을 논의할 제네바 II 회의를 목전에 두고 있습니다.

이러한 시기에 개최되는 금번 회의는 그간의 상황 변화를 반영하여 시리아 재건을 위한 전략을 심도있게 토의하는 유용한 계기가 될 것입니다. 제네바 II 회의의 성공을 위한 디딤돌로서의 역할을 기대합니다.

셋째, 금번 회의가 이곳 서울에서 개최되는 것에 대해서도 각별한 역사적 의미를 부여하고자 합니다. 한국은 60년전 한국전쟁 직후 아무 것도 남지 않은 폐허에서 국제사회의 도움으로‘한강의 기적’으로 알려진 경제 건설과 발전을 이룩한 나라이기 때문입니다. 그리고, 한국의 신정부는 과거 성장의 경험을 토대로 공동번영을 추구하는‘지구촌 행복’을 국정목표로 추진하고 있습니다. 이러한 우리의 경험이 시리아 재건을 위한 오늘의 논의에 영감을 불어넣음으로써 ‘바라다강의 기적’으로 이어질 수 있기를 기대합니다.
 
내외 귀빈 여러분,

금번 회의에서는 시리아 경제재건 및 개발이라는 큰 목표아래  농업 및 식량, 에너지 등 5개의 의제가 새롭게 토의될 것입니다. 이와 관련하여, 본인은 관련 토의에 임하는 기본 원칙과 접근법에 대해 몇 가지 말씀을 드리고자 합니다. 

첫째, 시리아 중심입니다. 시리아 국민들의 요구에 귀 기울이고, 그들의 관점에서 판단하며, 일방적 기여가 아니라 시리아인들의 주인의식이 실현되도록 하는데 주안점을 두어야 할 것입니다. 

둘째, 통합적 접근입니다. 분야별 토의가 서로 연관되어 있는 만큼 각 플랫폼간 통합적 접근이 이루어져야 하며, 장기적인 과제와 시급한 현장의 목소리도 어느 한쪽으로 치우지지 않고 균형 있게 조화되어야 합니다.

셋째, 실천지향성입니다. 정치적 수사나 형식적 담론을 뛰어넘어 실천지향적인 관점에서 논의가 이루어지고 구체적인 방안이 도출 되어야 합니다. 

이를 통해, 우리는 오늘 토의 내용과 지난 1차 및 2차 회의의 성과를 종합하여 향후 이 작업반 회의가 나아갈 포괄적인 방향을 제시함으로써 시리아 재건 과정이 실질적인 성과를 거두는데 크게 기여할 것입니다. 

내외 귀빈 여러분,

이미 앞서 말씀드린 바와 같이, 시리아 사태의 정치적 해결을 위한 제네바 II 회의가 이제 다음달이면 개최될 예정입니다. 본인은 시리아 사태 해결을 위한 기반을 마련할 제네바 II 회의의 중요성에 거듭 주목하고자 합니다.

사태 해결이 더 이상 지연되어서는 안되겠습니다.

‘시리아 국민이 주도하는 포용적 정치과정’을 추진한다는 원칙을 견지해야 합니다. 그리고, SNC의 강력한 리더십을 통해 시리아가 단합되어야 합니다. 아울러, 제네바 II 참여국들도 시리아 국민의 이익 보호를 최우선으로 고려해야 합니다.

한국도 시리아 문제의 궁극적인 해결은 분쟁의 완전한 종식과 평화의 정착이라는 확고한 신념으로 시리아의 평화와 안정을 추구하는 국제 사회의 노력에 적극 동참해 나가겠습니다. 아울러 금번 회의가 성공을 거두어 제네바 II 회의에 활력이 되고, 다시 제네바 II 회의의 성공이 재건 사업에 활력을 불어넣는 긍정적인 선순환으로 이어질 수 있도록 적극 노력해 나가겠습니다.  

내외 귀빈 여러분,

「겨울이 깊을수록 봄이 멀지 않다」는 말처럼 시리아의 상황이 지금은 어려워 보이지만, 모두의 노력과 지혜가 모아지기 때문에 밝은 미래도 멀지 않다는 생각을 해봅니다. 시리아의 국민들이 빠른 시일 내 슬픔과 고통을 잊고 자유롭고, 정의로우며, 민주적인 사회에서 살아갈 수 있기를 소망합니다.

진정한 친구는 「왜 어려운지」묻는 사람이 아니라 「어떻게 도와줄지」를 고민하는 사람이라고 했습니다. 여기 이 자리에 있는 여러분처럼 시리아를 어떻게 도와줄지 고민하는 진정한 친구들이 있는 한, 시리아의 보다 더 나은 내일이 곧 도래하게 될 것으로 확신합니다.
