Excellencies and Distinguished Guests,

Let me extend my heartfelt welcome to our guests from all corners of Southeast Asia, who traveled long distances to attend today’s conference.

On a personal note, as someone who was involved in virtually every stages of Korea-ASEAN dialogue process, it is with great sense of pride to take part in today’s conference.

Taking this opportunity, I would also like to thank the ASEAN-Korea Center, Asian Strategy and Leadership Institute (ASLI), and Chosun Ilbo for their generous efforts to host this event.

Since its inauguration 5 years ago, the ASEAN-Korea Center has successfully established itself as the main vehicle for bilateral exchanges and cooperation between Korea and ASEAN, especially under the able stewardship of Ambassador Chung Hae Moon.

Distinguished Guests,

25 years ago in Jakarta, a letter was exchanged between Foreign Minister Choi Ho-joong of Korea and Foreign Minister Ali Alatas of Indonesia – representing ASEAN at the time – to establish the dialogue relations between Korea and ASEAN.

As the then Director in charge of Asia-Pacific cooperation, I still vividly remember Foreign Minister Alatas’ passionate and eloquent speeches in conferences much like the one here today.

He also saw a great potential in working with partners like Korea as an outlet for future growth of ASEAN.

Thanks to many leaders and visionaries on both sides, Korea has become a close friend and a reliable partner of ASEAN. And ASEAN has become an indivisible part in the lives of many Koreans.

In 2010, Korea and ASEAN have established the strategic partnership, which accelerated the pace of our bilateral cooperation. In 2012, Korea opened a permanent mission to ASEAN in Jakarta.

Today, ASEAN is the number one destination of Korea’s foreign investment, and the second largest trading partner. For ASEAN, Korea is the sixth largest foreign investor, and the fifth largest trading partner.

Nearly 16 thousand visitors travel between Korea and ASEAN on a daily basis, and over 4 million Koreans visit ASEAN region every year. Our peoples are becoming closer and closer every day, showcased by the 60 thousand immigrants from ASEAN – mainly by marriage – that are enriching Korea’s culture and bridging us, in the true sense of the phrase, “heart-to-heart.”

Our relationship has matured so much so that in June last year, at the Ministerial Meeting of the ASEAN Regional Forum (ARF) — the only multilateral security forum North Korea is part of — all 26 participants, except for North Korea, supported Korea’s position on the denuclearization of North Korea.

Indeed, ASEAN has become one of Korea’s most reliable partners in the international stage, and vice versa.

Colleagues and Distinguished Guests,

This year is a very symbolic year in the Korea-ASEAN relations. Celebrating the 25 years of the establishment of bilateral dialogue relations, the Korea-ASEAN Commemorative Summit will be held in Korea later this year.

In fact, this Summit is expected to be this year’s diplomatic highlight for Korea.

Korea will also be hosting Korea-ASEAN Security Dialogue and Korea-ASEAN Business Council. These initiatives are aimed at strengthening the framework of our cooperation that is currently more focused in economic and social areas, and expanding it into political and security areas, thereby elevating Korea-ASEAN relations to a new height.

With the launch of the ASEAN Community just around the corner in 2015, Korea’s interest in ASEAN, along with the rest of the world, is ever so deepening and indeed, ASEAN’s importance continues to grow in Korea.

Korea is aiming to increase its trade volume with ASEAN from 130 billion dollars today to 150 billion dollars by 2015 and 200 billion dollars by 2020.

The long list of ASEAN leaders President Park Geun-hye met in the first year of her Presidency, as well as yesterday’s launch of the Korea-ASEAN Forum in Korea’s National Assembly are just a few of many examples reflecting the growing importance of ASEAN in Korea.

I am committed to bring ASEAN further into the central sphere of Korea’s foreign policy priority in coming years, keeping in mind that some time in the near future, there will come “the year of ASEAN.”

Distinguished Guests,

The launch of the ASEAN Community in 2015 will upgrade Korea-ASEAN strategic partnership. As ASEAN is developing into a truly single community in the areas of political security, economy and social-culture, the three pillars of Korean-ASEAN cooperation – security, economy, and culture – will be further strengthened.

In other words, the year 2015 can be a turning point in our relations to evolve into a comprehensive and far-reaching partnership.

The advent of the ASEAN Community will also accelerate East Asian cooperation. As a model for regional cooperation, the ASEAN Community can be the very spark needed to reignite East Asia’s longing for integration, also serving as an important platform for cooperation among Korea, China and Japan.

In this regard, cooperation between Korea, a key player in Northeast Asian cooperation, and ASEAN, which is at the heart of Southeast Asia, will have a multiplier effect in the regional cooperation of greater East Asia region.

Particularly in the economic front, once the Regional Comprehensive Economic Partnership (RCEP) is successfully launched in 2015, we could explore ways to bridge it with the future Korea-China-Japan trilateral Free Trade Agreement. If the two arrangements can be synchronized somehow, it will provide the basis for the early establishment of an East Asian Economic Community, as proposed by the East Asia Vision Group II.

In this aspect, Korea and ASEAN are optimal partners for the future East Asian integration.
Ladies and gentlemen,

The partnership between Korea and ASEAN has made a remarkable progress over the last 25 years. It was your efforts, contributions, and the vision for Korea-ASEAN relations that made such outstanding progress possible.

Today, as we plan ahead for the next quarter-century of partnership, I am confident that Korea and ASEAN, as strategic partners seeking co-existence and co-prosperity, will go beyond strengthening bilateral ties, and will ultimately emerge as the central pillar of peace and prosperity in East Asia.

In this regard, I ask you to share your wisdom and insights as Korea and ASEAN work together to create a new future of East Asia. Thank you.

한-ASEAN 관계 조망 컨퍼런스 오찬사

그리고 내외 귀빈 여러분,

동남아시아 각국에서 금번 컨퍼런스 참석을 위해 한국을 방문하신 귀빈 여러분들을 진심으로 환영합니다.

개인적으로는 한-아세안 관계 발전사의 거의 모든 단계에 관여한 경험이 있는 입장에서, 오늘 여러분들과 이 뜻 깊은 자리를 함께 하고 있다는 사실에 깊은 감회를 느낍니다. 오늘 행사를 후원해 주신 한-아세안 센터, 아시아전략리더십 연구소(ASLI), 그리고 조선일보사에도 사의를 표합니다.

출범 5년을 맞는 한-아세안 센터는 한국과 아세안의 전폭적인 지지와 성원 속에 성공적으로 정착하였으며, 특히 정해문 대사님의 탁월한 리더십하에 한-아세안 양자 교류 및 협력 증진에 중추적인 역할을 하고 있는 것으로 평가하고 있습니다.

내외 귀빈 여러분,

25년전 자카르타에서 당시 최호중 한국 외교장관은 아세안을 대표하는 알리 알라타스 인도네시아 외교장관과 한-아세안 대화관계를 설립하는 내용의 서한을 교환하였습니다.

당시 아시아태평양을 담당하는 과장이었던 본인은 오늘 이 자리와 같은 수많은 회의장에서 들은 알라타스 장관의 열정적이고 유려한 명연설들을 기억합니다. 고인은 한국과 같은 역외 국가들과의 관계수립을 통해 아세안의 성장 가능성을 내다 보기도 한 것입니다.

이와 같은 양측 지도자들의 노력의 결과, 한국은 아세안의 가까운 이웃이자 동반자가 되었으며, 아세안은 많은 한국 국민들의 삶 속에 불가분한 요소로 자리 잡았습니다. 한국과 아세안은 2010년 전략적 동반자 관계를 설정한 이래 빠른 속도로 가까워졌으며, 2012년에는 자카르타 주재 한국대표부가 설립되기도 하였습니다.

오늘날 아세안은 한국의 제1 해외투자지역이자, 제2의 교역상대입니다. 한국은 아세안의 제6의 투자국이자, 제5의 교역상대국입니다. 하루 평균 약 16,000여명이 상호 방문하고 있으며, 무려 4백만명 이상의 한국 관광객들이 매년 아세안을 찾고 있습니다. 6만 여명의 아세안 결혼 이민자는 한국의 문화를 더욱 풍요롭게 하고 말 그대로 양측 주민들의 마음과 마음을 이어 주고 있습니다.

한-아세안 관계는 작년 6월 북한이 유일하게 참여하고 있는 다자안보협의체인 ARF 외교장관회의에서, 북한을 제외한 모든 26개 회원국이 북한의 비핵화에 대한 우리 입장을 지지하는 수준에까지 이르렀습니다. 이렇듯 한국과 아세안은 서로에게 국제사회에서 가장 든든한 파트너가 되었습니다.

내외 귀빈 여러분,

올해는 한-아세안 관계에 매우 뜻 깊은 해입니다. 대화 관계 수립 25주년을 맞아 이를 기념하는 한-아세안 특별정상회의가 한국에서 개최될 예정이며, 이 행사는 금년도 한국 외교의 하이라이트가 될 것으로 기대되고 있습니다.

아울러, 한-아세안 안보대화와 한-아세안 비지니스 협의회가 개최될 예정입니다. 이는 실질협력의 틀을 보다 강화하고 현재 경제․사회 분야에 집중되어 있는 협력의 범위를 정치․안보 분야에까지 획기적으로 확장하는 것으로서, 한-아세안 관계를 이전과는 다른 차원으로 높이는 것이기도 합니다.

2015년 아세안 공동체 출범을 앞두고 전 세계가 그렇듯이 한국에서도 아세안에 대한 관심과 그 중요성이 날로 높아지고 있습니다. 한국은 현재 1,300억불 수준의 대아세안 교역을 2015년까지 1,500억불, 그리고 2020년까지 2천억불 규모로 성장시키고자 합니다.

박근혜 대통령께서 취임 첫해 동남아 정상들과 연이어 회담을 개최하고 어제 우리 국회가 한-아세안 포럼을 출범시킨 것은 한국내 높아지는 아세안에 대한 관심을 반영하고 있는 것이라고 하겠습니다. 머지 않은 미래에 반드시 “아세안의 시대”가 도래할 것임을 염두에 두고, 본인 역시 앞으로 한국 외교 정책의 우선순위에서 아세안을 중시코자 할 것임을 말씀드립니다.

내외 귀빈 여러분,

2015년 세계가 주목하고 있는 아세안 공동체의 출범은 한-아세안 전략적 동반자 관계를 한층 업그레이드시킬 것입니다. 아세안이 명실상부한 정치안보, 경제, 사회문화 공동체로 성장함에 따라, 한국과 아세안이 지향하고 있는 3개의 협력 축, 즉 안보, 경제 및 사회문화 협력의 축이 보다 강화될 것이기 때문입니다. 즉, 2015년은 한국과 아세안이 포괄적인 미래 동반자로 거듭나게 되는 중요한 전환점이 될 것입니다.

아세안 공동체의 출범은 또한 동아시아 협력을 촉진하게 될 것입니다. 아세안 공동체의 출범은 동아시아 협력의 모델로서 다소 식어버린 동아시아의 통합 열망에 자극을 줄 것이며, 한중일 3국 협력의 플렛폼으로서의 역할도 할 수 있게 될 것입니다.

이와 관련하여, 동북아 역내 협력의 중심적인 역할을 해온 한국과 동남아의 중추인 아세안과의 협력은 동남아와 동북아를 아우르는 동아시아 지역 협력에 큰 시너지를 발휘할 수 있을 것입니다. 특히, 경제 측면에서 2015년 RCEP를 우선 실현한 후, 향후 체결될 한중일 FTA와의 교차점을 찾아, 그 통합 노력을 한다면, 동아시아 비전 그룹(EAVG II)이 제안한 동아시아 경제 공동체의 실현을 앞당기는데 커다란 추동력이 될 수도 있을 것입니다. 이런 점에서 한국과 아세안은 동아시아 통합을 위한 최적의 미래 동반자이기도 합니다.

신사 숙녀 여러분,

한국과 아세안 관계는 지난 25년간 매우 성공적으로 발전해 왔습니다. 이러한 발전은 여러분들의 노력과 기여, 그리고 한-아세안 관계에 대한 비전 덕택이라고 생각합니다. 새로운 한-아세안 관계 25년을 바라보는 오늘, 한국과 아세안은 상생과 공동 번영을 추구하는 전략적 동반자로서, 양측간의 관계 발전을 넘어, 동아시아 평화와 번영을 위한 중심축으로 도약할 것으로 확신합니다.

한국과 아세안이 공동의 리더십으로 새로운 동아시아의 미래를 함께 열어나가는 모습을 꿈꾸며, 여러분들의 지혜와 힘을 모아주시기를 당부드립니다. 감사합니다. 끝.
