The 2nd Korea-Pacific Islands Foreign Ministers’ Meeting

Prime Minister Puna,
Vice President Onorio,
Excellencies and distinguished delegates,

“The seas bring us together; they do not separate us,” declares the Micronesian Constitution. Korea and the Pacific Island Countries, or PICs(피아이시즈), share the same vast Pacific Ocean. And this morning, to further our common prosperity we pooled our collective wisdom.

The meeting in the morning marked a significant step forward, for Korea as well as for the PICs, in building a Pacific Partnership. Your wise and insightful comments today will be important references – helping our friendship grow stronger, and our cooperation become deeper.

Distinguished delegates,

Personally, the discussions in the morning felt like a panorama showing our past, present and future.

In the past, our peoples suffered together during the Second World War. Koreans were coerced into labor in Micronesia, Palau and Papua New Guinea – where they met with Pacific Islanders under oppression. A mutual sympathy was born, and the seeds of cooperation were sown.

And now, our peoples are getting closer than ever before. The Pacific is a popular destination for Koreans – this is mirrored by Incheon’s status as the favorite transit point for high-level Pacific Islanders. Koreans work in companies contributing to the Pacific Islands’ infrastructure, energy and minerals. Korean fishermen are working and helping conserve marine resources.

Popular culture is also bringing us closer together – already back in the 1970s, when I was in college, the Fijian folk song “Isa Lei” was adapted into Korean as “우리들의 이야기” meaning “Our Tale” – and became a huge hit. I still remember and sing its beautiful tune. These days, Koreans enjoy watching the beautiful scenery of the PICs on television, and Korean dramas are being broadcast in several PICs.

All this shows we have a bright future. Indeed, there is something in common between us. Korea has long been known as the “Land of the Morning Calm,” a people proud of greeting the bright morning early. But now, we know that some Pacific countries welcome the morning three hours before us.

And our diversity also gives us creative ways of cooperation. Like the Pacific Islanders, Korea too believes “our differences enrich us.” But the key lies in good and frequent exchanges and communication.

This is why three years ago, Korea and the PICs launched this Foreign Ministers’ Meeting. Today’s second meeting is significant – not only because this is the first held under the new government in Korea. But because later on, you will speak with young Korean university students. I am very pleased our dialogue is now between governments, between generations – and between the present and the future. I hope to continue our multilayered dialogue, and encourage our people-to-people exchanges – the solid and long-lasting foundations of our collaboration.

Before closing, thank you once again for taking part in today’s meeting. I wish you a fruitful stay in Korea, and look forward to seeing you again in 2017, at the third Foreign Ministers’ Meeting. Thank you. /끝/

"바다는 우리를 하나로 뭉치게 한다. 우리를 갈라놓지 않는다". 바로 마이크로네시아연방 헌법 前文의 한 구절입니다. 광대한 태평양을 공유하고 있는 한국과 태평양도서국들은 오늘 오전 우리의 공동번영을 위한 지혜를 모았습니다.

오늘 회의를 통해 우리는 한국과 태평양도서국들이 태평양동반자관계로 나아가는데 있어 중요한 계기였습니다. 오늘 여러분이 공유해주신 지혜와 통찰은 우리의 우호관계를 강화하고 협력을 심화시켜 나가는데 중요한 지표가 될 것입니다.

대표단 여러분,

저는 오늘 오전 회의시 논의가 한국과 태평양도서국들간 관계의 과거, 현재, 그리고 미래를 보여주는 파노라마와 같다고 느꼈습니다.

2차 세계대전 중 한국과 태평양도서국 국민들은 아픔을 함께 하였습니다. 한국인들은 당시 마이크로네시아, 팔라우, 파푸아뉴기니 등지로 강제 동원되었고, 억압 받고 있던 태평양도서국 사람들을 그곳에서 만났습니다. 그들은 동병상련을 느꼈으며, 협력의 씨앗이 뿌려졌습니다.

이제 한-태평양도서국 국민들은 그 어느 때보다 더 가까워지고 있습니다. 한국 국민들에게 태평양 지역은 인기 있는 관광지이며, 인천공항은 태평양도서국 고위 인사들이 해외 방문시 가장 선호하는 환승지가 되고 있습니다. 또한, 태평양도서국의 주요 인프라 건설과 에너지·자원 개발 사업에 한국 기업들이 활발하게 참여하고 있으며, 한국의 원양어선들은 태평양 지역에서의 조업 활동과 함께 수산자원의 보존을 위한 노력에도 동참하고 있습니다.

대중문화 역시 우리를 가깝게 만들고 있습니다. 제가 대학생이었던 1970년대에 이미, 피지의 전통노래인 "이사레이(Isa Lei)"가 "우리들의 이야기"로 번안되어 큰 인기를 끌었습니다. 저는 여전히 이 아름다운 노래의 곡조를 기억합니다. 또한, 한국인들은 요즘 텔레비전을 통해 태평양도서국의 천혜의 자연경관을 즐기고 있고, 한국의 유명 드라마가 일부 도서국에서 방영되고 있기도 합니다.

이 모든 것은 우리들의 미래 관계가 밝다는 것을 보여줍니다. 우리에겐 공통점이 있습니다. 한국은 밝은 아침을 일찍 맞이하는 "조용한 아침의 나라"라고 오랫동안 알려져 왔습니다. 이제 우리는 일부 태평양도서국은 한국보다 3시간을 앞서 아침을 맞이하고 있다는 것을 알게 되었습니다.

한국과 태평양도서국간의 다양성 또한 양측간 협력을 위한 창의적 방안을 강구하는데 도움이 될 수 있습니다. 태평양도서국 국민들과 마찬가지로, 한국인들도 "우리의 다양성이 우리를 풍부하게 한다"는 것을 믿습니다. 하지만, 이를 위해서는 긴밀한 소통이 중요합니다.

이것이 바로 3년 전 한국과 태평양도서국이 외교장관회의를 출범시킨 이유이기도 합니다. 오늘 제2차 회의는 우리 신정부 출범 이후 최초의 한-태평양도서국 외교장관회의일 뿐만 아니라, 오늘 오후 여러분이 한국의 대학생들과 대화의 시간을 가질 예정이기 때문에 의미가 더욱 큽니다. 이러한 점에서, 우리가 이제 정부간, 세대간은 물론, 현재와 미래간의 대화도 하게 된 것을 매우 기쁘게 생각합니다. 다층적인 대화와 인적 교류를 통해 한국과 태평양도서국간 협력을 위한 견고하고 항구적인 기반이 마련되기를 기대합니다.

마지막으로, 오늘 회의에 참석해 주신 대표단 여러분께 다시 한번 감사의 말씀을 드립니다. 한국 방문 기간중 유익한 일정을 보내시기 바라며, 2017년 제3차 외교장관회의에서 다시 뵐 수 있기를 고대합니다.
