The 17th Korea-Saudi Joint Committee

Assalam Alaikum, Good evening,
Your Excellency Minister Al-Jasser,
Members of the Korea-Saudi Joint Committee,

It is my great pleasure to visit Riyadh for the 17th Meeting of the Korea-Saudi Joint Committee. I thank Your Excellency Minister Al-Jasser and the Saudi Government for the warm hospitality and the efficient preparations of today’s meeting in such a short period of time.

This meeting is very timely and meaningful in several aspects. It follows the excellent summit meeting between President Park and Crown Prince Salman in Brisbane and our meeting in Seoul last October. It also comes as we are gearing up for my President's visit to this Kingdom next year.

Furthermore, this is the first Joint Committee meeting since we celebrated the 50th anniversary of diplomatic ties in 2012. As such, it is a valuable occasion to reflect on what we have achieved and to explore new ways to deepen and expand our relationship in the years ahead, in such a way to promote our economic cooperation with strategic focus as Your Excellency emphasized in Seoul.

Looking back, we can take pride in the solid economic partnership we have built over the decades. We have worked closely together in the traditional fields of energy and construction. Our trade has expanded to 47 billion U.S. dollars last year. Saudi Arabia is Korea’s fourth largest trading partner, while Korea is Saudi Arabia’s fifth largest. And two way bilateral investments are on the rise in recent years – Saudi Aramco's expansion of its investment in Korea this year is a good example.

But as Your Excellency just mentioned that is not sufficient. This is why we are now poised to raise and expand this important relationship into a new, strategic dimension.

So, let me share some thoughts on our future relationship.

First, our cooperation will be expanded to a broad spectrum of areas.

While we will continue to work on the traditional areas of energy and construction, we will take our cooperation to new areas: finance, healthcare, renewable and nuclear energy, transportation, water desalination, agriculture, and even defense, to name a few.

Second, our collaboration will focus more on knowledge, knowhow, and technology.

Korea has accumulated vast experience and industrial technologies in many areas, while Saudi Arabia is moving into a knowledge-based economy diversifying its economic bases, as Your Excellency mentioned. We are perfect partners who can combine ideas and create a synergy effect.

Korean companies, big and small, have already been boosting future-oriented investments in the Kingdom. They recognize the strategic significance and potential of Saudi Arabia as a gateway to the Middle East and the Arab world.

To give a few examples: Daewoo International's investment in manufacturing Saudi brand automobile parts; KCC's launch of a polysilicon production facility; and LG's operation of an air conditioner factory. All these Korean companies are contributing to a future-oriented economic partnership.

Also, many small and medium-sized enterprises with innovative technologies are exploring the possibilities of doing business in this region.

Third, we need to reinforce mechanisms and business links to maximize our complementarity.

As our collaboration expands into sophisticated areas, we will share more value chains that connect our companies and industries.

In this regard, I believe that the resumption of Korea-GCC FTA negotiations in the not too distant future is important. A Korea-GCC FTA will help us fully utilize the complementarity of our economies, as well as make our economic partnership more efficient and competitive.

Fourth, we will have to increase people-to-people exchanges, including in training and education.

Exchanges of people and culture are the glue that binds us together. And encouraging our young generations to study in each other’s universities will foster understanding.

Already, Korean companies like Samsung and Hyundai have been operating vocational education facilities to nurture young Saudi professionals and skilled workers.

In this regard, it is very meaningful that today, we agreed to further discuss the possibility of more training programs between the two governments.

Fifth, we will engage more closely with each other to discuss global and strategic issues.

As members of G-20, we are already active in discussions on globally important issues. In this interconnected world, our prosperity is heavily affected by the geo-strategic and geo-economic situations. As we deepen our partnership, we will have to intensify bilateral dialogues on our policies, and our views on the strategic issues.

Your Excellency,

I heard that there is an Arab proverb saying, "Rafig-ku Ggabla Ttarig-ka", or "Choose your travelling companions first and then the path you will take." To the Republic of Korea, the Kingdom of Saudi Arabia has been a "companion" throughout the history of its economic growth. And I truly believe that we will continue our journey together to the next 50 years and beyond. In my speech in Amman yesterday at the Korea-Middle East Forum, I remarked next year will be the year of the Middle East, starting with my President’s visit to Saudi Arabia.

As our ties advance towards new heights, let us join hands to ensure that my President’s visit will generate fresh momentum and open a new chapter in our bilateral relationship. I truly hope that what we have discussed and agreed upon today will yield concrete results in an efficient manner in the coming months.

「알-자세르」장관님,
그리고 한-사우디 공동위 대표단 여러분,


오늘 제 17차 한-사우디 공동위에 참석하여 자리를 함께하게 된 것을 무척 기쁘게 생각합니다. 특히, 짧은 기간임에도 이번 회의를 효율적으로 준비하시느라 많은 노고를 아끼지 않으신「알-자세르」경제기획부 장관님과 사우디 정부측에 감사의 말씀을 전합니다.

금번 공동위는 몇 가지 측면에서 매우 시의적절하다고 생각됩니다. 우선 11월 브리즈번에서 우리 대통령과 살만 사우디 왕세제간 정상회담과 10월 서울에서 한-사우디 비즈니스 포럼계기 알-자세르 장관의 방한에 이어 개최되었으며, 또한 내년 우리 대통령의 사우디 방문을 준비하고 있는 상황에서 개최되었습니다.


더구나 금번 회의는 2012년 양국 수교 50주년 기념 이후 개최되는 첫 번째 공동위입니다. 알-자세르 장관이 서울에서 강조하신 전략적 포인트를 가진 양국 경제 협력을 증진하는 방식으로 양국간 협력의 성과를 조망하고, 미래 양국 관계의 심화 및 확대 방안을 탐색하는 유용한 계기입니다.

회고해 볼 때, 지난 수십년간 쌓아온 양국간 견고한 경제적 동반자 관계에 대해 자부심을 느끼고 있습니다. 에너지와 건설 분야에서 우리는 함께 긴밀한 노력을 기울여 왔습니다. 양국간 교역이 작년 470억불로 확대되고, 사우디가 한국의 4번째 교역상대국이며, 한국은 사우디의 5번째 교역상대국이 되고 있습니다. 최근 양국간 투자도 증가하고 있습니다. 사우디의 아람코사가 금년에 한국에 투자를 확대한 것이 좋은 본보기입니다.

그러나, 알-자세르 장관이 방금 지적하였듯이, 투자가 아직 충분한 상태는 아니며, 그래서 우리는 현재의 중요한 양국 관계를 새롭고 전략적인 차원으로 격상시켜야 하는 상황에 놓여 있습니다.

양국 관계의 미래에 대한 몇 가지 생각을 나누고자 합니다.

첫째로, 우리의 협력은 광범위한 분야에 걸쳐 확대될 것이라는 점입니다.

전통적인 에너지와 건설 분야에서의 노력을 계속하면서도 우리는 금융, 보건의료, 신재생 및 원자력 에너지, 교통, 담수화, 농업 그리고 국방협력에 이르기까지 새로운 분야로 협력을 넓혀 나갈 것입니다.

둘째로, 우리의 협력은 지식, 노하우, 그리고 기술에 더욱 초점을 맞추게 될 것입니다. 한국은 다년간 폭넓은 경험과 산업기술을 축적해 왔는바, 사우디는 알-자세르 장관이 지적하였듯이 경제기반을 다변화하는 지식기반 경제로 전환을 추진하고 있습니다. 양국은 아이디어를 결합하여 시너지 효과를 창출할 수 있는 환상의 파트너입니다.

이미 크고 작은 한국 기업들이 중동과 아랍권 진출의 관문이라 할 수 있는 사우디의 전략적 중요성과 잠재력을 인식하고 미래지향적 투자를 더욱 강화하고 있습니다.

대우인터내셔널의 사우디 브랜드의 자동차 제조분야 투자, KCC의 폴리실리콘 생산시설 설립, LG 에어컨의 사우디 공장 가동 등 미래지향적인 경제 동반자 관계에 일조하고 있는 한국 기업들이 바로 그 본보기라고 할 수 있습니다.

아울러, 혁신기술을 갖추고 있는 많은 중소기업들도 사우디 투자확대를 타진하고 있습니다.

세 번째로 양국 경제의 보완성을 극대화하는 메카니즘과 기업간 연결성을 강화할 필요가 있습니다.

우리의 협력이 정교한 분야로 확대되는 과정에서 양국 기업 및 산업을 연결하는 가치 체인을 늘려나갈 것입니다.

이러한 차원에서 한-GCC간 FTA 협상이 멀지 않은 미래에 재개되는 것이 중요하다고 생각합니다. 한-GCC간 FTA는 우리 경제의 상호보완성을 최대한 활용할 수 있도록 도울 뿐만 아니라 우리의 경제적 동반자관계가 더욱 효율적이고 경쟁력이 있도록 도와줄 것입니다.

네 번째로, 훈련과 교육을 포함하여 양 국민간 인적교류를 늘려야 할 것입니다. 인적, 문화적 교류는 상호간 유대를 강화해 주는 접착제라 할 것입니다. 아울러, 젊은 세대로 하여금 양국 대학에서 수학하도록 독려함으로써 상호간 이해를 증진시키게 될 것입니다.

이미 삼성, 현대 등 우리 기업들이 사우디 내 직업교육훈련 시설을 설립하여 사우디 청년들의 전문기술인력 양성에 힘쓰고 있습니다.

이런 측면에서 오늘 회의를 통해 양국 정부간 더 많은 훈련 프로그램의 추진 가능성을 검토해 나가기로 합의한 것은 매우 의미가 있습니다.

다섯 번째로 우리는 서로 더욱 긴밀하게 세계적, 전략적인 이슈들을 협의해 나갈 것입니다.

우리는 공히 G20 회원국으로서 이미 중요한 세계적 문제에 대한 협의 노력에 능동적으로 동참해 오고 있습니다. 이렇게 상호 긴밀히 연결된 세계에서 우리의 번영은 지정학적, 지경학적 상황에 크게 영향을 받는다 할 것입니다. 우리가 동반자 관계를 심화해 나가면서 우리는 각자의 정책과 전략적 이슈에 대한 견해에 대해 양자간 대화를 강화해 나가야 할 것입니다.


알-자세르 장관님,

아랍 속담에“먼 길을 가기 전에 먼저 함께 여행할 동반자를 정하라 (알 라피끄 까블 앗-따리끄)”라는 말이 있다고 들었습니다. 우리에게 사우디는 경제 성장의 역사 내내 우리와 함께 해 온 긴 여정의 동반자이며, 앞으로 또 다른 50년과 그 이후로도 함께 동행할 것이라고 생각하고 있습니다.

어제 암만에서의 한-중동 협력 포럼 기조연설에서 본인은 내년 우리 대통령의 사우디 방문을 시작으로 내년이 중동의 해가 될 것이라고 언급하였습니다.

양국관계가 더 높은 정점을 향해서 전진하는 가운데, 우리 정상 방문으로 양국관계가 새로운 모멘텀과 지평을 여는 계기가 될 수 있도록 모두 함께 노력합시다. 오늘 양국 대표단간 합의 사항들이 수개월내 보다 구체적인 결실을 낳을 수 있기를 희망합니다.

말씀을 마치며, 우리 대표단을 환대해주신「알-자세르」장관님을 비롯한 사우디측에 다시 한번 감사의 말씀을 드리면서, 곧 다시 뵙기를 고대합니다.
