한-슬로베니아 외교장관 공동 언론발표문

1. 윤병세 대한민국 외교부장관의 초청으로 카를 빅토르 에리야비치 슬로베니아 공화국 외교장관이 2015년 3월 11일부터 13일까지 한국을 공식 방문하였다. 윤 장관과 에리야비치 장관은 3월 13일 외교부에서 양국 외교장관회담을 가졌으며, 에리야비치 장관은 방한기간중 국회의장 예방(한-슬로베니아 의원친선협회 동석), 주요 산업시설 시찰 등의 일정을 가졌다. 또한 자동차 클러스터 업체 및 국립 생물학 연구소 대표로 구성된 경제사절단과 동행하였다.

2. 양 장관은 한-슬로베니아 양국이 1992년 수교 이래 상호 우의와 신뢰, 공통의 가치에 기반하여, 정치대화, 경제협력, 문화․인적교류등 다양한 분야에서 양국관계를 꾸준히 발전시켜 온데 대해 만족감을 표명하였다. 윤 장관은 2005년이후 10년 만에 이루어진 에리야비치 장관의 방한을 환영하였으며, 양 장관은 금번 에리야비치 장관의 방한이 양국관계의 획기적인 진전을 위한 중요한 모멘텀을 제공할 것으로 기대하였다.

3. 양 장관은 양국간 경제협력이 높은 잠재력을 갖고 있다는데 공감하고, 금년 2월 양국 경제협력협정이 발효되어 양국 기업 교류 및 상호투자 증진에 기여하게 된점을 환영하였다.

4. 양 장관은 금번 에리야비치 장관의 방한을 계기로 제1차 한-슬로베니아 경제공동위가 개최된 데 대해 평가하였다. 양측은 양국간 교역투자가 한․EU FTA 협력틀내에서 지속적으로 확대되고, 창조경제, 과학기술, 교통 및 물류, IT, 관광등 제반분야로 실질협력이 증진되어나가야 한다는데 합의하였다. 이와 관련, 양측은 슬로베니아 코퍼항을 통한 교역이 증진되고 있는데 환영하였으며, 중남동부 유럽 시장으로 진출에 편리한 통로로서 코퍼항의 중요성을 강조하였다.
5. 양 장관은 양국간 협력 증진을 위한 법적 기반 강화를 위해 노력해 나가기로 합의하였다. 이와 관련, 사회보장협정 및 운전면허 상호인정 약정의 조속한 체결을 위해 지속 노력해 나가기로 하였다.

6. 또한, 양 장관은 우리 국민들의 슬로베니아 방문이 점차 증가되고 슬로베니아 류블랴냐 대학내 한국학 전공이 개설되는등 양국 인적 교류가 확대되고 있는데 환영하였다. 이와 같은 배경하에, 양측은 상호 관광 증진을 위해 함께 노력해 나가기로 하였으며, 슬로베니아내 한국학 증진을 포함한 양국 학술분야 교류도 강화해나가기로 하였다.

7. 양 장관은 양국이 민주주의, 인권등 주요 가치를 공유하는 국제사회의 신뢰할만한 파트너로서 국제무대 및 한-EU 협력틀내에서 보다 긴밀히 협력해 나가기로 하였다.

8. 양 장관은 슬로베니아 주도의 인간안보 증진 국제신탁기금 틀내에서 양국간 협력에 만족을 표명하였으며, 인간안보 증진을 위해 국제신탁기금 활동에 있어 협력을 증진하기로 하였다.

9. 양 장관은 주요 지역 정세에 대해 의견을 교환하였다. 양측은 북한의 핵 북한의 핵 및 탄도 미사일 프로그램에 대해 심각한 우려를 표명하는 한편, 북한의 인권과 인도적 상황에 대해, 공동의 우려를 기반으로, 이를 개선하기 위해 함께 노력하기로한 의지를 재확인하였다. 한반도 및 동북아 정세 관련, 에리야비치 장관은 평화적으로 통일을 실현하고 한반도, 동북아의 영구적인 평화와 안정을 구축하기 위한 우리 정부의 한반도 신뢰 프로세스, 한반도 평화통일 구상, 및 동북아 평화협력구상을 평가하고 지지하였다. 양측은 우크라이나 사태를 포함한 유럽 정세 및 서발칸 정세에 대해서도 의견을 교환하였다. /끝/

Joint Press Statement
on the occasion of the official visit by the Foreign Minister of the Republic of Slovenia to the Republic of Korea

1. Upon the invitation of H.E. Yun Byung-se, Foreign Minister of the Republic of Korea, H.E. Karl Viktor Erjavec, Foreign Minister of the Republic of Slovenia paid an official visit to Seoul on 11-13 March 2015. The two Ministers had a meeting at the Ministry of Foreign Affairs of the Republic of Korea on 13 March 2015. Minister Erjavec also paid a courtesy call to the Speaker of the Korean National Assembly, who was accompanied by some members of the ROK-Slovenia Parliamentary Friendship Group, and visited a number of industrial facilities. The Minister was accompanied by a delegation from the automotive cluster who held meetings with main Korean companies from this sector and by representatives of Slovenian scientific community (National Institute of Biology, President of the Council for Science and Technology of the Republic of Slovenia).

2. The two Ministers expressed their satisfaction with the steady development of bilateral relations, which are founded upon mutual friendship, trust and common values. Since the establishment of diplomatic ties in 1992, the two countries have made progress in the areas of political dialogue, economic cooperation as well as cultural and people-to-people exchanges. Minister Yun welcomed Minister Erjavec’s visit to Korea as it was the first visit in ten years by a foreign minister of the Republic of Slovenia. The two Ministers shared the view that the visit will provide significant momentum in advancing bilateral ties.


3. The two Foreign Ministers agreed there is still untapped potential for cooperation on the economic level and welcomed the entry into force of the Economic Agreement in February 2015 which will be helpful in promoting exchanges of business people and mutual investment.

4. The two Ministers appreciated that the first Joint Economic Commission was held on the occasion of Minister Erjavec's visit. Both sides agreed that trade and investment between Korea and Slovenia, should continue to expand within the framework of the ROK-EU Free Trade Agreement, and that bilateral economic cooperation should be strengthened to cover other areas including the creative economy, science and technology (S&T), transport and logistics, information technology and tourism. In this regard, both sides welcomed the increasing cooperation of the Slovenian Port of Koper with Korean partners and stressed the importance of the Port of Koper as a convenient entry point to the markets of Central and South Eastern Europe.

5. Both sides agreed to work on the reinforcement of the legal basis for the cooperation. Therefore they will continue their efforts for an early Arrangement of the Mutual Recognition of Driving Licenses and for the conclusion of the Social Security Agreement.

6. The two Ministers welcomed the recent increase of people-to-people exchanges, taking note of the rising number of the Korean tourists to Slovenia and appreciating the heightened status of Korean studies as a major program at the University of Ljubljana in Slovenia. Against this backdrop, they shared the view that the two sides will continue to exert their efforts to promote tourism and academic exchange between the two countries, including the promotion of Korean studies in Slovenia.

7. Both sides decided to strengthen their cooperation within the ROK-EU cooperative framework, as well as on the international front as reliable partners that share common values such as democracy and respect for human rights.

8. The Ministers expressed their satisfaction about the good cooperation in the framework of Slovenia based ITF Enhancing Human Security (ITF) and agreed to further cooperate in ITF activities with a view to promote human security.

9. Also, the two Ministers exchanged their views on relevant regional issues. They expressed their deep concern about North Korea's nuclear and ballistic missile programs and reaffirmed their will to work together to promote improvements in human rights and the humanitarian situation in the DPRK based on their shared concern. Regarding the situation on the Korean peninsula and Northeast Asia, Minister Erjavec appreciated and supported the Korean government’s "Trust-building Process on the Korean Peninsula" and "the Initiative for Peaceful Unification on the Korean Peninsula" as well as "the Northeast Asia Peace and Cooperation Initiative (NAPCI)" aimed at bringing about the peaceful unification and realizing sustainable peace and stability on the Korean Peninsula, Northeast Asia and beyond. The two Ministers also exchanged their views about the current situation in Europe, including the Ukraine crisis and the situation in the Western Balkans.
