World Education Forum

Distinguished delegates,
Ladies and gentlemen,

This year is very special for the world, as well as for Koreans.
For the world, this year marks the 70th anniversary of the end of the Second World War, as well as the founding of the United Nations.
For Koreans, we are marking the 70th year of our liberation, as well as the division of the Peninsula.
For the United Nations, we have landmark milestones this year, including the Post-2015 Development Summit and the Climate Change Conference.
And for UNESCO, yes, we have the World Education Forum today.

These may seem to be a miscellany of unrelated occasions and anniversaries, but actually, we can find common themes running through them: peace, development and human dignity. And if we look for an all-encompassing element that underpins them, I think that would be education. It is education that empowers people, allows societies to develop, and can create a peaceful world. As stipulated in the UNESCO Constitution, “it is in the minds of men that the defenses of peace must be constructed.”

And as a nation, Korea exemplifies the deep yearning and endeavor for education, peace, development and human dignity – as we have overcome war, poverty and all sorts of human suffering. In that sense, I am very proud that Korea is hosting this significant Forum in conjunction with UNESCO. I am a great admirer of the noble endeavors of UNESCO and Director-General Bokova in promoting peace and international cooperation through culture and education and appreciate the impressive efforts in organizing this Forum.

This Forum will review the achievements, both of the "Education for All” campaign, launched back in 1990, as well as the education components of the Millennium Development Goals, adopted in 2000. Furthermore, it will shape the global education agenda for the coming 15 years. This is truly a “once in a generation” opportunity, and as such, I am delighted to welcome all of you here.

Ladies and gentlemen,

Only decades ago, Korea was a nation stricken by poverty, and reliant on foreign aid. Personally, I was born right after the armistice of the Korean War, and witnessed Korea’s transformation, the remarkable economic growth and dynamic democratization dubbed “The Miracle on the Han River.” During this period, the engine that made this political and economic advancement possible was none other than education. And it was also an education that instilled the ideal of “broadly benefiting humankind (弘益人間).”

Today, looking around the room, I see many leaders of international organizations. This brings to my mind the story of a person who embodies Korea’s passion for education and the success that it produced: UN Secretary-General Ban Ki-moon. When he visits developing countries around the world, he shares his moving account – from growing up with textbooks provided by the United Nations, to becoming the Secretary-General of that very United Nations.

And it is such experience of education-driven development that my government wishes to share with the international community. Last year, during the meeting of the UN General Assembly, President Park Geun-hye addressed the Global Education First Initiative conference to share Korea’s experiences. Tomorrow’s special session, under the theme “Education drives Development – the example of ROK,” has also been organized for that purpose. In this way, we are trying to contribute to the overall goals of the World Education Forum, namely universal and equitable education for all, and a guarantee for lifelong learning opportunities.

And we will continue to work closely with the international community, including UNESCO, to ensure that the educational goals adopted at this Forum will be reflected in the Post-2015 Development Agenda at the UN General Assembly later this year.

Distinguished guests,

In my mind, there are three big-picture themes essential in achieving the goals of the World Education Forum.

First, is universal access to education, one of the Millennium Development Goals. Among this planet’s 7 billion inhabitants, too many do not enjoy the benefits of education, and too many suffer from joblessness, causes of great frustration and alienation.

Even worse is the unacceptable reality that 57 million children around the world lack schooling. Society will be able to provide an even better future for all when individuals can realize their full potential. And the key to unlocking such potential lies in education.

Second, is the importance of education for girls and women’s empowerment. Sadly, in too many parts of our world, the potential of women remain untapped and under- developed. We must close this gap if we are to have any hope of achieving sustainable development.

Moreover, we need to look no further than Nobel peace prize laureate Malala Yousafzai's inspirational story to realize that “a girl with a book” is what makes violent extremists and terrorist groups shake in their boots.

Third, is education to nurture global citizens. Korea is a champion country of the Global Citizenship Education initiative, launched in 2012 under the Global Education First Initiative. What we are trying to do by supporting the initiative is to raise citizens who are aware of universal human values, and are embedded with a sense of global community and social responsibility.

In this regard, we appreciate Secretary-General Ban’s own initiative – the UN Academic Impact. This is a commendable effort to use education to overcome borders, share ideas, encourage global citizenship and together seek solutions to world-wide issues.

Ladies and Gentlemen,

The late Nelson Mandela eloquently said that quote, “education is the most powerful weapon to change the world,” unquote. I would echo this by re-emphasizing that education is the most powerful means we have for achieving sustainable development with human dignity.

Indeed, education is our key in creating a global community of peace: connecting hearts to hearts in this super-connected world; and promoting good neighborliness.

Education is our key in nurturing a global community of hope: raising new generations who can look forward to a better future as they understand the lessons of the past, and will preserve memories of history.

Education is our key in forging a global community of happiness: a world that upholds human dignity, and where individuals, families, countries and the whole planet can dream of a happier future.

In closing my remarks, I would like to propose a toast for the great success of the World Education Forum. When I say, “Education First,” would you please respond by saying, “Education for All.”

각국 대표, 그리고 내외 귀빈 여러분,

금년은 한국은 물론 세계적으로도 매우 특별한 의미를 갖습니다. 세계적으로 올해는 제2차 세계대전 종전 70주년이자 유엔창설 70주년이 됩니다. 한국에게는 해방 70주년이자 분단 70주년이 되는 해입니다. 유엔 차원에서는 Post-2015 개발 정상회의와 기후변화 회의와 같은 기념비적인 이정표가 될 행사들을 앞두고 있습니다. 그리고, 유네스코는 오늘 세계교육포럼을 개최하게 되었습니다.

이들은 서로 관련 없는 여러 가지 행사와 기념일들인 것처럼 보일 수도 있습니다. 하지만 실제로 우리는 이들을 관통하는 공통의 주제를 찾을 수 있습니다. 그것은 바로 평화, 개발 그리고 인간의 존엄입니다. 그리고 만약 우리가 이 주제들의 근저에서 모든 것을 아우르고 있는 한 요소를 찾는다면, 저는 바로 교육일 것이라고 생각합니다. 인간의 권능을 증진시키고, 사회를 발전시키며, 그리고 평화로운 세상을 창조할 수 있는 것이 바로 교육입니다. 유네스코 헌장에 명시되어 있듯이, “평화의 방벽을 세워야 하는 곳은 바로 인간의 마음입니다.”

한국은 전쟁, 가난, 그리고 온갖 시련을 이겨냄으로써, 교육, 평화, 개발, 그리고 인간의 존엄을 향한 깊은 열망과 노력을 전형적으로 보여주는 국가입니다. 이런 점에서, 저는 대한민국이 유네스코와 함께 이렇게 중요한 포럼을 개최하게 된 것을 자랑스럽게 생각합니다. 저는 문화와 교육을 통해 평화와 국제 협력을 증진시키고자 하는 유네스코와 보코바 사무총장님의 고귀한 노력에 존경을 표하며, 오늘 포럼 개최를 위해 보여주신 인상적인 노력에도 감사말씀을 드립니다.

이번 포럼에서는 지난 1990년 출범한 ‘모두를 위한 교육(EFA: Education For All)’캠페인과 2000년 채택된 새천년개발목표(MDGs) 중 교육 분야의 성과를 돌아볼 것입니다. 나아가 향후 15년을 이끌 세계교육의 아젠다를 설정하게 될 것입니다. 진정 한 세대에 한번 있는(once in a generation) 중요한 기회인 이번 회의에 참석해 주신 여러분 모두를 진심으로 환영합니다.

내외 귀빈 여러분,

수십 년 전만 해도, 한국은 빈곤에 시달리며 국제 사회의 원조에 의존하는 나라였습니다. 개인적으로, 저는 6.25 전쟁 휴전 직후 태어나, 한국이‘한강의 기적’이라고 불리는 눈부신 경제 성장과 역동적 민주주의를 이루는 변화의 과정을 직접 목격하였습니다. 이러한 정치·경제적 발전을 가능케 한 엔진은 다름 아닌 교육이었습니다.“널리 인간을 이롭게 한다(弘益人間)”는 이상을 고취시킨 것도 바로 교육이었습니다.

오늘 이 자리에 많은 국제기구 대표들께서 계십니다. 여기서 저는 교육에 대한 한국의 열정과 그러한 열정이 만들어낸 성공을 상징하는 인물인 반기문 유엔사무총장님의 이야기가 떠오릅니다. 반 총장께서는 전 세계 개도국들을 방문하면서, 유엔으로부터 제공된 교과서를 가지고 공부하던 자신이 바로 그 유엔의 사무총장까지 오른 감동적인 이야기를 들려주고 계십니다.

우리 정부가 국제 사회와 나누고자 하는 것은 바로 우리가 교육을 통해 달성한 발전 경험입니다. 박근혜 대통령께서는 작년 유엔총회 계기 글로벌교육우선구상(GEFI) 고위급회의 연설을 통해 이러한 한국의 경험을 공유하신 바 있습니다. 내일 열리는‘교육이 이끄는 개발 – 한국의 사례’제하 특별 세션도 이러한 취지에서 마련된 행사입니다. 동 행사를 통해 우리는‘모두를 위한 보편적이고 공평한 교육 및 평생 학습기회의 보장’이라는 세계교육포럼의 전체 목표에 기여코자 합니다.

그리고 우리 정부는 금번 세계교육포럼에서 채택될 “교육 목표”가 금년 하반기 유엔총회에서 Post-2015 개발목표에 반영되도록 유네스코를 비롯한 국제사회와 지속적으로 긴밀히 협력해 나갈 것입니다.

내외 귀빈 여러분,

제 마음 속에는 세계교육포럼이 추구하는 목표 달성에 핵심적인 다음 세 가지 큰 주제가 있습니다.

첫째, 모든 이를 위한 교육으로, 이는 새천년개발목표 중 하나입니다. 지구촌 70억 인구 중 너무나 많은 사람들이 교육의 혜택을 받지 못하고, 직장도 없이 고통을 겪고 있으며, 이는 큰 좌절감과 소외감을 야기하고 있습니다.

더 심각한 것은 전세계적으로 5,700만명에 달하는 어린이들이 학교에 다니지 못하고 있다는 용납할 수 없는 현실입니다. 개개인이 자신의 모든 잠재력을 발휘할 수 있을 때, 사회는 모두를 위해 더 나은 미래를 열어갈 수 있습니다. 이러한 잠재력을 여는 열쇠가 바로 교육입니다.

둘째, 여성에 대한 교육과 여성 권익신장의 중요성입니다. 안타깝게도, 이 세상의 너무 많은 분야에서 아직도 여성의 잠재력은 제대로 활용되지 못하고 개발되지 않은 상태로 남아 있습니다. 우리가 지속가능한 개발이라는 목표를 달성하기 위해서는 이 간극을 반드시 메워야 합니다.

더구나, 노벨 평화상 수상자 말라라 유사프자이(Malala Yousafzai)의 감동적인 이야기를 통해 우리는‘책 읽는 여성(a girl with a book)’이야말로 폭력적 극단주의자와 테러 단체들이 가장 두려워 한다는 사실을 깨달을 수 있습니다.

셋째, 세계 시민 육성을 위한 교육입니다. 한국은 글로벌교육우선구상(Global Education First Initiative) 하에서 2012년 출범한 ‘글로벌시민교육(GCED: Global Citizenship Education)’의 선도국입니다. 우리는 동 구상을 통해 인류 보편적 가치를 이해하고, 세계 공동체 의식과 사회적 책임감을 갖춘 시민을 육성하고자 합니다.

이런 점에서 우리는 반기문 총장님 주창 하에 출범한‘유엔 아카데믹 임팩트(UN Academic Impact)’를 높이 평가합니다. 이는 교육을 통해 국경을 넘고, 생각을 공유하며, 세계 시민의식을 장려함과 동시에 범세계적 문제들에 대한 해결책을 함께 찾아가고자 하는 훌륭한 노력입니다.

내외 귀빈 여러분,

故 넬슨 만델라 대통령께서도 강조하신 바와 같이,“교육은 세상을 바꿀 수 있는 가장 강력한 무기”입니다. 저는 교육이 인간의 존엄을 존중하며 지속가능한 개발을 이루기 위한 가장 강력한 수단이라는 것을 다시 한 번 강조하고자 합니다.

진정으로, 교육은 평화의 지구촌을 만드는 핵심 요소입니다. 교육은 고도로 연결된 세계에서 마음과 마음을 이어주고, 바람직한 선린관계를 증진시키는 것입니다.

교육은 희망의 지구촌을 만드는 핵심 요소입니다. 교육은 과거의 교훈을 이해하는 가운데 미래를 열어갈 수 있으며, 역사의 기억을 보존할 미래 세대를 육성하는 것입니다.

교육은 행복의 지구촌을 만드는 핵심 요소입니다. 교육은 인간의 존엄을 존중하고, 개인, 가족, 국가, 그리고 전 세계가 함께 더 나은 미래를 꿈꿀 수 있는 세계를 만드는 것입니다.

마지막으로, 세계교육포럼의 큰 성공을 기원하면서, 건배를 제안코자 합니다. 제가 Education First라고 선창하면, 여러분은 Education for All이라고 화답해 주시기 바랍니다.
