5th MIKTA Foreign Ministers’ Meeting

Good morning, colleagues. I am very pleased to welcome all of you to the 5th MIKTA Foreign Ministers’ Meeting.

Looking back, since the first MIKTA meet-ing in September 2013, we have come a long way, in conceptualizing and institu-tionalizing MIKTA even informally. MIKTA is still an evolving process, and already, has become a unique, cross-regional group, with an exquisite balance of diversity and commonalities. Indeed, MIKTA’s rise has been nothing less than meteoric. In fact, some have compared MIKTA’s potential to that of BRICS. Experts such as Professor John Ikenberry of Princeton have noted that in a world of deepening geopolitical rifts, MIKTA gives the world order a new geopolitical heft.

Indeed, the international community has high expectations for MIKTA. So today, as the chairperson, I would like to share some thoughts on what we should be looking for in today’s meeting.

First, is boosting MIKTA’s visibility. Today’s adoption of the MIKTA Vision Statement is a significant milestone. The Vision State-ment will crystalize MIKTA’s identity as a constructive agenda-setter in reforming global governance, as well as a bridge-builder between developed and developing countries. We will also unveil the official website, which will be MIKTA’s face to the world.

Second, is enhancing MIKTA’s utility. Thanks to the distinct perspectives and ex-periences of the members, MIKTA has a singular comparative edge on a broad range of global issues. As a matter of fact, in the course of our ministerial meetings, we have been dealing with issues such as UN Security Council reform, peacekeeping, counter-terrorism, migration in Syria and Myanmar, development cooperation, cli-mate change, cyber threats and the Ebola outbreak.

Third, is strengthening MIKTA’s solidarity and connectivity. We will be launching var-ious exchange programs, including those for students and diplomats, as well as the new MIKTA academic network. Later this year, we will set up a business forum too. Furthermore, the MIKTA Speakers of Par-liament Meeting, to be held on the 2nd of July, will be a major step forward in ex-panding our channels of cooperation.

So, MIKTA is truly going from strength to strength at an amazing pace. Now, I believe that it is the right time for us to take MIKTA to the next level. In this regard, I would suggest that we need to think about how to upgrade MIKTA’s discussions. For instance, we could use occasions such as the upcoming UN General Assembly or the G20 as well.

동료 장관 여러분, 안녕하십니까. 오늘 제5차 믹타(MIKTA) 외교장관회의에 오신 것을 진심으로 환영합니다.

지난 2013년 9월 제1차 외교장관회의 개최 이래, 믹타는 제도적·개념적 측면 등에서 많은 진전을 이루어 왔습니다. 믹타는 여전히 발전하고 있지만, 이미 다양성과 유사성이 훌륭한 조화를 이루는 독특한 지역간 협의체가 되었습니다. 믹타는 혜성처럼 등장했다고 할 수 있을 정도로 빨리 성장했고, 일각에서는 믹타의 잠재력을 브릭스와 비교하고 있습니다. 프린스턴大 존 아이켄베리 교수와 같은 전문가들은 지정학적 갈등이 심화되고 있는 현 국제정세하에서 믹타와 같은 신생협의체가 지정학적 중심 역할을 수행할 수도 있을 것이라는 기대를 표명하기도 하였습니다.

이렇듯 국제사회는 믹타에 대해 높은 기대를 갖고 있습니다. 이런 점에서, 저는 의장으로서 이번 회의에 대해 바라는 바를 간략히 말씀드리고자 합니다.

첫째, 믹타의 가시성 제고입니다. 오늘 채택하게 될 믹타 비전문서는 매우 중요한 이정표입니다. 비전문서는 글로벌 거버넌스 개혁을 위한 건설적인 의제 설정자로서, 그리고 선진국과 개도국간 교량자로서의 역할을 수행해 나간다는 믹타의 정체성을 명확히 보여주게 될 것입니다. 또한, 앞으로 전세계를 향한 믹타의 얼굴이라 할 수 있는 공식 웹사이트를 이번에 개설하게 되었습니다.

둘째, 믹타의 유용성 심화입니다. 믹타는 회원국들의 고유한 시각과 경험에 힘입어 광범위한 글로벌 현안들에 다루는 데 있어 독보적인 비교 우위를 갖고 있습니다. 실제로 그간 장관급 회의를 통해 우리는 유엔 안보리 개혁, PKO, 테러리즘, 시리아와 미얀마 난민 문제, 개발협력, 기후변화, 사이버 위협, 국제보건 등 다양한 아젠다을 다루어 왔습니다.

셋째, 믹타 회원국간 유대감과 연계성 강화입니다. 그간 많은 준비 과정을 거쳐 이번에 학생 및 외교관 교류 등 다양한 협력사업들이 발족될 예정이며, 최근 아카데믹 네트워크도 출범되었습니다. 그리고 금년 하반기에는 터키에서 비즈니스 포럼도 개최될 예정입니다. 특히, 오는 7월 2일 예정된 믹타 국회의장 회의는 믹타의 협력 채널 다변화라는 측면에서 중요한 진전이 될 것입니다.

이처럼 믹타는 놀라운 속도로 성장을 거듭하고 있습니다. 이제는 믹타가 다음 단계로 도약할 시기가 되었다고 생각합니다. 이런 점에서 저는 믹타 회의를 어떻게 격상시킬지 검토해 볼 필요가 있다고 생각합니다. 예를 들어, 하반기에 있을 UN 총회나 G20과 같은 주요 다자회의 등을 활용해 볼 수 있을 것입니다.
