Ladies and gentlemen,

Good evening. Let me start with three simple words, “never been better.” This is the facebook message recently suggested by a senior U.S. official if he had to set a current “relationship status” for Korea and the U.S. In fact, this chimes well with the latest U.S. Congressional Research Service report, that the Korea-U.S. alliance is “the most robust” ever. And I think that all of us here tonight will agree with those views.

As Foreign Minister, I fully agree with these characterizations. Why? Well, there are several important indicators. For one thing, it’s about the level of engagement between our two countries. Two weeks ago, when I met Secretary Kerry in Alaska, that was our thirteenth meeting over the past two and a half years. Already this year, we’ve seen each other in Munich, Seoul, Kuala Lumpur and Anchorage, with another upcoming meeting in New York in a few days time. This is a sea change. Compared with the past, the foreign ministers of our two countries have far more frequent contacts to discuss not only Korean peninsula issues, but global agendas.

This also holds true for our leaders. President Park will travel to Washington, D.C. next month, in effect making summit meetings between our leaders more than an annual affair. Furthermore, we have a superhighway linking the Blue House and the White House, Foggy Bottom and Gwanghwamun, and the Pentagon and Samgakji.

With particular regard to our security alliance, it gains even more importance as the Korean peninsula and Northeast Asia undergo a significant transformation. We witnessed a case in point just last month. Thanks to this superb alliance, we were able to turn the challenge caused by North Korea’s DMZ provocations into an opportunity for inter-Korean talks.

This January, I began my year by visiting Osan Airbase to meet the brave Korean and American men and women in uniform. There, at the Situation Room, I was struck by the combat readiness and the world’s most integrated command and control system, according to General Scaparrotti. Earlier this month, I met Pacific Commander Admiral Harry Harris and Pacific Fleet Commander Admiral Scott Swift in Hawaii and could see for myself how seamless the whole team is, from PACOM to USFK. Thanks to this close collaboration between Korea and the U.S., and our combined defense capabilities, it is no wonder our alliance is called the linchpin for peace and stability in the Asia-Pacific region.

Even as we meet here tonight, there are currents and counter-currents surrounding the Korean peninsula. On the one hand, the recent inter-Korean agreement has opened up possibilities for positive developments. On the other hand, North Korea’s pronouncements on possible strategic provocations this week remind us that we should never be complacent.

My hope is that North Korea will make a right choice. If so, the international community could engage North Korea with a variety of cooperative measures. If not, there will certainly be consequences. In case of Pyongyang’s non-compliance of UN Security Council resolutions, the international community will respond firmly. Especially, the Security Council is already mandated to consider further significant measures.

To prevent North Korea from taking provocative actions, regional and extra-regional countries are already working in collaboration. Furthermore, in the recent and upcoming high-level meetings, between Korea-China, Korea-EU, U.S.-China, Korea-U.S.-Japan and Korea-U.S., the international community has sent and will send out very clear-cut and consistent messages: don’t misjudge and test our resolve. North Korea should listen carefully to them. In whatever eventuality, our alliance is invincible, like I said at Osan Airbase last January.

But for Korea and the U.S., our relationship goes beyond strong political and security ties. More than ever before, our peoples are becoming closely connected. Businesses are seizing the trade and investment opportunities offered by the KORUS FTA. The new Korea-U.S. civil nuclear agreement is another buttress for our alliance. Many of us know that Korea is number one in terms of students studying in the U.S. on a per capita basis. But I was pleasantly surprised to hear that over the past decade, the number of American students in Korea has shot up by more than 300 percent.

Under these circumstances, this relationship has now evolved into a comprehensive strategic alliance, as President Park and President Obama affirmed in the Joint Declaration two years ago. Next month, our leaders will meet in Washington, D.C. and discuss not only bilateral issues but also global agendas such as climate change, development cooperation, health security, peacekeeping and cyber security.

We owe a lot of this to the indefatigable efforts of my good friends Ambassador Lippert and General Scaparrotti and his colleagues, who have shown our alliance is unshakable. But it is also our deep mutual trust that makes such a global strategic partnership possible, and our cooperation as most trusted friends and partners will continue to grow in strength – so it has been, so it is and so it will be.

But I know that our ties are reinforced through the work of the many champions for Korea-U.S. relations. Here tonight, we have a great crowd of supporters for Korea and U.S. ties, in particular from the Korean-American Association. The Association, celebrating its 52nd anniversary, is one the oldest organizations in Korea devoted to Korea-U.S. ties, and a strong glue in bringing our two nations closer together.

Its individual members continue to contribute to our alliance and our vision for unification, as we could see from the visit of Chairman Han, Ambassador Hyun and other members to the U.S. just a few days ago.

On that occasion, I was especially pleased to see that the Korean-American Association presented its Friendship Award to Representative Ed Royce, who has made immeasurable and unmatched contributions for Korea and the U.S.

Henry Kissinger said that, quote, “We have a better chance of assuring our future if we remember who our friends are,” unquote. All of you here are friends of the Korea-U.S. alliance, and friends of Korea. In that sense, I also hope your efforts will go beyond bringing our nations closer together, to overcoming the seven-decades-old division of the Korean peninsula. Thank you very much. /끝/

안녕하십니까. 최근 한 미국 고위 당국자는 한･미 관계의 현 상황을 페이스북에 올렸더라면,“이보다 더 좋을 순 없다(never been better).”라고 표현했을 것이라고 말했습니다. 이는 최근 한･미 동맹이‘가장 굳건한 상태’에 있다고 평가한 美 의회 보고서와도 그 맥을 같이 합니다. 여기 계신 모든 분들도 이러한 생각에 전적으로 동의할 것이라 생각합니다.

저도 외교장관으로서 이러한 묘사에 전적으로 공감합니다. 왜냐하면, 그러한 평가에는 몇 가지 중요한 지표가 있기 때문입니다. 첫째로 양국 간 공조의 수준을 들 수 있습니다. 2주 전, 저는 알래스카에서 케리 국무장관님을 만났는데, 이는 지난 2년 반 동안 열세번째 만남이었습니다. 올해만 우리는 이미 뮌헨, 서울, 쿠알라룸푸르 및 앵커리지에서 만났으며, 며칠 후 뉴욕에서도 만날 예정입니다. 이는 엄청난 변화입니다. 과거와 비교할 때 양국 외교장관이 한반도 뿐만 아니라 글로벌 문제를 논의하기 위해 훨씬 자주 만나고 있는 것입니다.

이러한 변화는 정상 차원에서도 일어나고 있습니다. 박 대통령님께서 다음 달 워싱턴을 방문하시는데, 이는 사실상 정상간 상호방문의 연례화 이상의 관계를 의미하는 것입니다. 그 어느 때보다도 청와대와 백악관, 국무부와 외교부, 그리고 펜타곤과 국방부 간의 초고속 공조가 긴밀해지고 있습니다.

특히 한반도 및 동북아 지역 정세가 격변함에 따라 우리의 안보 동맹은 더더욱 중요해지고 있다고 할 수 있습니다. 지난달 우리가 경험한 바는 좋은 예라고 하겠습니다. 굳건한 동맹을 바탕으로 우리는 북한의 DMZ 도발이라는 도전을 남북대화라는 기회로 전환시킬 수 있었습니다.

지난 1월, 저는 오산 공군기지를 방문하여 용감한 한･미 장병들을 만나는 것으로 올해를 시작하였습니다. 그곳 상황실에서 저는 스카파로티 사령관님이 말씀하신 것처럼 전투준비태세와 세계 최고 수준의 연합 지휘통제체계에 깊은 감명을 받았습니다. 이달 초에는 하와이에서 Harry Harris 미 태평양 사령관님 및 Scott Swift 미 태평양 함대 사령관님을 만났는데, 미 태평양 사령부에서 주한미군에 이르기까지 전체 팀이 얼마나 완벽한지를 제 눈으로 확인할 수 있었습니다. 한･미 동맹이 아･태 지역의 평화･안정의 핵심축이라고 일컬어지는 것은 전혀 놀랍지 않으며, 이는 바로 양국 간의 긴밀한 공조 및 연합방위능력 덕분이라고 생각합니다.

지금 이 순간에도 한반도 주변에는 순류(順流)와 역류(逆流)가 흐르고 있습니다. 한편으로, 최근 타결된 남북 합의는 남북관계를 긍정적인 방향으로 발전시켜 나갈 수 있는 가능성을 열어 주었습니다. 다른 한편으로는, 전략적 도발 가능성과 관련한 이번 주 북한의 발표는 우리가 절대 방심해서는 안된다는 사실을 일깨워 주었습니다.

저는 북한이 올바른 선택을 하기를 바랍니다. 그러할 경우 국제사회는 다양한 협력적 조치를 통해 북한을 도울 수 있을 것입니다. 그러나 그러하지 않을 경우에는 반드시 후과가 따를 것입니다. 북한이 유엔 안보리 결의를 준수하지 않을 경우 국제사회는 단호하게 대응할 것입니다. 특히 안보리는 이미 북한에 대해 추가적인 실질적 조치를 검토하도록 권한을 위임받고 있습니다. 북한이 도발적 조치를 취하는 것을 막기 위하여 역내‧외 국가들은 긴밀히 공조하고 있습니다.

아울러, 최근 개최된, 그리고 앞으로 개최될 한･중, 한･EU, 미･중, 한･미･일 및 한･미 고위급 회담들을 통해 국제사회는 북한에 대해 오판하지 말고 우리의 결의를 시험하지 말라는 분명하고 일관적인 메시지를 보내왔고, 앞으로도 보낼 것입니다. 북한은 이를 경청해야 할 것입니다. 궁극적으로 어떠한 상황에서도, 제가 지난 1월 오산 기지에서 말씀드린 바와 같이 한미 동맹은 천하무적입니다.

한･미 관계는 견고한 정치･안보적 관계를 넘어서고 있습니다. 과거 어느 때보다도 양국 국민은 밀접하게 연계되고 있습니다. 기업들은 한·미 FTA가 제공하는 무역 및 투자기회를 잘 활용하고 있습니다. 새로운 한‧미 원자력협력협정은 한‧미 동맹을 떠받칠 또 하나의 축입니다. 인구 대비 在美유학생 비율이 가장 높은 나라가 한국이라는 사실은 익히 알려져 있습니다만, 지난 10년간 한국에서 유학하는 미국 학생수가 300% 이상 증가했다는 사실에 대해 저도 매우 놀랐습니다.

이러한 상황에서, 2년전 박근혜 대통령님과 오바마 대통령님께서 한･미 공동 선언문을 통해 확인하셨듯이, 한‧미 양국 관계는 이제 포괄적 전략동맹으로 진화하였습니다. 다음달 양 정상은 워싱턴에서 정상회담을 갖고, 양자이슈 뿐만 아니라 기후변화, 개발협력, 보건안보, 평화유지, 사이버 안보와 같은 글로벌 아젠다에 이르기까지 협의할 것입니다. 흔들림 없는 한･미 동맹을 몸소 확인해 주었던 리퍼트 주한미국대사, 스카패로티 사령관 및 그의 동료들의 지칠줄 모르는 노력이 큰 기여를 했다고 생각합니다. 뿐만 아니라, 양국간 깊은 상호 신뢰는 이와 같은 글로벌 차원의 전략적 파트너십을 가능하게 하는 원천입니다. 깊이 신뢰할 수 있는 친구이자 파트너로서 양국간의 협력은 계속 강해질 것입니다. 과거에도 그랬고, 현재도 그렇고, 미래에도 그럴 것입니다.

우리의 양국 관계가 계속해서 발전해 가고 있는 것은 양국관계를 적극 지지해온 많은 분들의 노력 덕택입니다. 오늘밤 한미 관계를 지지해 주시는 많은 분들께서 이 자리에 함께 하고 계신데, 특별히 한미협회 관계자분들도 많이 참석해 주셨습니다. 설립된지 52년이 된 한미협회는 가장 오랜 역사를 지닌 한･미 관계 관련 단체 중 하나이며, 양국관계를 보다 긴밀히 하는데 있어 강력한 접착제와 같은 역할을 하고 있습니다.

협회 회원들께서는 한･미 동맹과 통일을 향한 우리의 비전에 계속해서 기여해 주고 계시며, 이는 최근 한승주 회장님과 현홍주 대사님, 그리고 여타 회원님들의 방미활동을 통해서도 확인되었습니다. 한미협회 간부들께서 양국관계 발전에 헤아릴 수 없이 많은 기여를 해온 에드 로이스 미 하원 외무위원장에게‘한미우호상’을 수여하는 모습을 보고 저도 매우 기뻤습니다.

헨리 키신저는 “우리의 친구가 누구인지를 기억한다면, 우리는 더 나은 미래를 기약할 수 있다”고 말했습니다. 여기 계신 모든 분들은 한･미 동맹과 한국의 친구입니다. 저는 여러분들의 노력이 양국 관계 강화를 넘어, 70년간의 한반도 분단을 극복하기 위한 노력에까지 이어지기를 희망합니다.
