Fellow Ministers,
Ladies and gentlemen,

Let me first join previous speakers in congratulating Costa Rica for its excellent arrangements and also in expressing condolences to the people of Thailand on the latest terrorist bombing attack.

Next month, FEALAC, the Forum on East Asia and Latin America Cooperation will turn into the age of “sweet sixteen.” Back in 1999, at the time of FEALAC’s inception, we member countries had a common dream of bringing closer together East Asia and Latin America, two of the most dynamic growth regions in the global economy.

As the UN and UNESCO are respectively reviewing and renewing the Millennium Development Goals (MDGs) and the “Education for All” initiative after 15 years, I believe that today’s Ministerial Meeting comes at a timely juncture for us to take stock of FEALAC’s trajectory so far and chart the path ahead.

As we all know, FEALAC was launched in the wake of the creation of APEC in 1989 and ASEM in 1996, two other major inter-regional bodies involving East Asia. I can tell you that as someone who was deeply involved in these two initiatives, that at that time, they were bold initiatives whose rise hardly seemed to be predestined, and few would have predicted their current development and success.

In the same vein, there is no doubt that the creation of FEALAC in 1999 to connect East Asia and Latin America was also a bold and visionary idea on its own merit, not just emulating APEC and ASEM.

Nevertheless, after sixteen years, and despite its meaningful achievements, FEALAC has not quite lived up to all our expectations. This is why I believe that we need some collective soul-searching on FEALAC’s present and its future, and that all of us need to have in-depth discussions on the strategy and roadmap for its reinvigoration and revitalization.

As the nextregional coordinator for 2015 to 2017, Korea is ready to play a facilitating role in strengthening FEALAC. Indeed, my government is not only committed to fostering closer cooperation between Korea and Latin America, but also to forging closer connections between East Asia and Latin America, as part of our broader Latin America diplomacy.

This is why last March, at the annual Inter-American Development Bank (IDB)conference held in Busan, my President announced Korea’s three-fold vision of cooperation with Latin America: first, as partners for creating high added-value through broad and diverse cooperation; second,as partners for forming a common market; and third, as partners for sharing knowledge and experience. In April, she translated that vision into action through her visits to Colombia, Peru, Chile and Brazil.

From Korea’s standpoint, FEALAC can play a greater role in promoting East Asia-Latin American collaboration by focusing on three aspects. First, rekindle FEALAC’s visibility by marshaling the political will of member countries. Second, reinforce the solidarity among member countries by undertaking FEALAC-wide projects. Third, revitalize the connectivity between East Asian and Latin American regions by seeking collaboration on areas of mutual interest, such as development cooperation, public health, trade and cyber-security.

Mr. Chairman, I was originally intending to further elaborateat the Plenary session,but as many of you are all aware by now North Korea conducted an unprecedented, serious provocation, firing artillery shells against the ROK across the DMZ. Given the urgency and sensitivity of the ongoing situations, I hope to gain your understanding on my early departure after this morning session. My Deputy will attend on my behalf. 노라칫 사무차관님,
동료 장관님,
각국 대표 여러분,

먼저, 앞서 발언하신 장관님들께서 코스타리카 정부가 이번 회의를 훌륭하게 준비해주신 데 대해 축하를 전하고, 최근 폭탄 테러 공격을 당한 태국 국민들에게 위로말씀을 전하셨는데, 저도 이에 동참하고자 합니다.

FEALAC은 이제 다음 달이면 만 16년이 되어 ‘Sweet 16’을 맞습니다. FEALAC 구상이 처음 마련된 1999년 당시 우리 회원국들은 세계경제에서 가장 역동적인 두 지역인 동아시아와 중남미를 보다 가까이 연계시키겠다는 공동의 꿈을 가지고 있었습니다.

유엔과 유네스코가 각각 새천년개발목표(MDGs)와 “모두를 위한 교육”이니셔티브를 15년만에 재점검하고 쇄신하듯이, 오늘 이 외교장관회의 역시 그간 FEALAC이 걸어온 길을 되짚어보고 앞으로 나아갈 길을 그려야 할 때를 맞이하였다고 생각합니다.

우리가 모두 알고 있다시피, FEALAC은 동아시아를 포괄하는 또 다른 두 개의 주요 지역협력체인 APEC과 ASEM이 각각 창설된 1989년과 1996년 이후에 출범하였습니다. 이 두 개의 이니셔티브 출범에 깊이 관여했던 사람의 입장에서 볼 때 이 이니셔티브들은 그 당시로서는 성공을 보장할 수 없었던 대범한 구상이었으며, 오늘과 같은 수준의 발전과 성공을 거둘 것으로 예상한 사람은 드물었습니다.

이와 마찬가지로 1999년 당시 동아시아와 중남미를 연결하는 FEALAC의 출범은 ASEM과 APEC을 모방한 것이 아니라 그 자체로서 매우 대범하고 선견지명을 가진 것이었습니다.

하지만 16년이 지난 지금, FEALAC은 그간의 의미 있는 성과에도 불구하고 우리들의 기대에는 미치지 못해 왔습니다. 그런 만큼, 이제 동 포럼의 현재와 미래에 대해 다 함께 진지한 성찰이 필요하며, 우리 모두 FEALAC의 내실화와 활성화를 위한 발전 전략과 로드맵을 마련하기 위해 심도 있는 논의를 할 필요가 있습니다.

한국은 2015년-2017년 임기의 차기 동아시아 지역조정국으로서 FEALAC 강화를 위한 역할을 수행할 준비가 되어 있습니다. 우리 정부는 한국과 중남미간 협력관계를 보다 긴밀히 구축하는 것뿐만 아니라, 우리의 보다 광범한 對 중남미 외교의 일환으로서 동아시아와 중남미를 더욱 긴밀히 연결하기 위해 노력할 것입니다.

우리 대통령께서 지난 3월 부산에서 개최된 IDB 연차총회 계기에 세 가지 對 중남미 협력 비전을 제시하신 이유도 바로 여기에 있습니다. 3대 비전은 첫째, 다양한 협력을 통한 고부가가치 창출의 파트너십 구축, 둘째, 공동시장 구축의 파트너십 구축, 그리고 셋째, 지식과 경험공유의 파트너십 구축입니다. 지난 4월 대통령께서는 콜롬비아, 페루, 칠레, 브라질 방문을 통해 이 비전을 실행으로 옮긴 바 있습니다.

한국의 관점에서 볼 때, FEALAC은 다음 세 가지 측면에 초점을 맞추어 나감으로써 동아시아와 중남미간 협력을 증진하는데 보다 큰 역할을 해 나갈 수 있을 것이라고 생각합니다. 첫째 회원국들의 정치적 의지를 결집함으로써 FELAC의 가시성을 제고하고, 둘째 全 FEALAC 차원의 협력사업을 시행함으로써 회원국간 연대를 강화하며, 셋째 동아시아와 중남미간 개발협력, 보건, 교역 및 사이버안보 등 상호 관심 분야에서의 협력을 추구함으로써 연계성을 증진하는 것입니다.

의장님, 저는 당초 전체회의에서 저의 구상에 대해 보다 상세히 말씀드리려고 하였으나, 여러분들께서 아시다시피 북한이 DMZ를 가로질러 한국에 포격을 가하는 유례없이 심각한 도발을 감행하였습니다. 현 상황의 긴박성과 민감성을 감안하여 제가 오전 회의 세션만 마치고 조기에 귀국해야 하는 상황임을 양해해주시기 바랍니다. 이후에는 저를 대신하여 우리 고위대표가 참석할 것입니다. FEALAC에 대한 우리 정부의 기여 의지를 다시 한번 강조하고자 합니다.
