Korea Refers the Cheonan Issue to the Security Council

1. On June 4 (New York time), the Korean government submitted a letter signed by the Korean
Permanent Representative to the UN to the President of the UN Security Council, which the Mexican
Permanent Representative to the UN holds, to ask the UN Security Council to take up the March 26
sinking of the ROK Navy corvette Cheonan.
o On June 4 (New York time), Korean Permanent Representative to the UN Park In-kook met with
Mexican Permanent Representative to the UN Claude Heller, and delivered the letter.
o The Presidency of the Security Council rotates monthly in the English alphabetical order of
the Council member states’ names. Mexico holds the Presidency during June.
2. In the aforementioned letter, the Korean government stated that the results of a joint civil-military
investigation clearly showed the Cheonan had been sunk by a North Korean torpedo attack, and
asked the UN Security Council to discuss the matter and respond sternly to North Korea’s military
provocations, as the North’s armed attack threatens international peace and security.
o Article 35 of the UN Charter stipulates that any member of the UN may bring any situation which
could endanger the maintenance of international peace and security to the attention of the Security
Council.
3. The UN Security Council is expected to determine details including the schedule of consultations
on the Cheonan issue following discussions among the Council members. For necessary measures
to be taken at the Security Council, the Korean government will continue to consult closely with the
Security Council members.
