1. The 3rd Negotiations between the Government of the Republic of Korea and the Government of Hong Kong
Special Administrative Region of the People’s Republic of China for the conclusion of the Korea-Hong Kong
Extradition Treaty was held in Seoul from June 4 to 6, 2002. The ROK and Hong Kong delegations were
headed by Director of the MOFAT Treaties Division I Park Dong-sil and Law Officer of the International Law
Division of Department of Justice David Little, respectively. The two sides agreed on the entire draft and
signed the Treaty.
2. The Government of the Republic of Korea and the Government of Hong Kong Special Administrative
Region of the People’s Republic of China have been negotiating for the conclusion of the treaty since 1995.
3. In efforts to efficiently prevent and punish transnational crimes and realize legal justice on criminal issues,
the ROK government has concluded extradition treaties with 16 countries, including the United States, China,
Japan, Australia and Canada. The ROK government is also in the process of negotiating with other major
countries for the conclusion of extradition treaties.
