1. The 1st Summit Meeting of the Conference on Interaction and Confidence Building Measures in Asia
(CICA) was held in Almaty, Kazakhstan, on June 4, 2002. Representatives from 16 CICA Member States
participated in the Summit, including Russian President Vladimir Putin, Chinese President Jiang Zemin,
Indian Prime Minister Atal Bihari Vajpayee and Pakistani President Pervez Musharraf. The Republic of Korea
took part on an Observer status, and its delegation included Ambassador to Kazakhstan Choi Sung-ho and
MOFAT Director-General for Policy Planning Lee Sun-jin.
2. The major topic of interest at the 1st CICA Summit Meeting was ways to resolve the recent conflict
between India and Pakistan. Pakistani President Murrashaf delivered a keynote speech in which he declared
that Pakistan will not initiate a war, and called for the peaceful settlement of the conflict through dialogue.
Indian Prime Minister Vajpaee called for the suspension of assistance for the terrorist groups by the
Pakistani government, and stated that India will engage in a dialogue if terrorist acts are stopped. Chinese
President Jiang and Russian President Putin played a mediator role for the resolution of the India-Pakistan
conflict by holding bilateral talks with the leaders of these two countries respectively.
3. The Almaty Act was singed, and the Declaration on Eliminating Terrorism and Promoting Dialogue among
Civilizations was adopted at the 1st CICA Summit Meeting. The Almaty Act is on the security cooperation and
confidence-building among the CICA Member States against security threats on Asia. The declaration
emphasizes the denunciation of terrorist acts, measures against the fundamental cause of terrorism, and
key role by the UN in the coalition against terrorism.
4. With the successful outcome of the 1st CICA Summit Meeting, CICA is expected to play a more significant
role in the security dialogue of Asia in the future.
