1. The 3rd Negotiations between the Government of the Republic of Korea and the Government of the
Russian Federation for the conclusion of the Korea-Russia Extradition Treaty was held in Moscow from May
23 to 24, 2002. The ROK and Russian delegations were led by Director of the MOFAT Treaties Division I
Park Dong-sil and Deputy Head of the Department of Foreign Relations of the Ministry of Justice Aleksandr
Rodionov, respectively. The two sides agreed on the entire draft for the treaty.
2. The delegations of the ROK and Russia agreed to complete all domestic procedures necessary for the
signing of this Treaty at an early date. In efforts to efficiently prevent and punish transnational crimes and
realize legal justice on criminal issues, the ROK government has concluded extradition treaties with 16
countries, including the United States, China, Japan, Australia and Canada. With the conclusion of the ROK-
Russia Extradition Treaty, the ROK has now concluded extradition treaties with all 4 major powers
surrounding the Korean Peninsula. The strengthening of a network of extradition treaties is expected to
contribute to the realization of judicial justice.
