1. In his keynote address to the 4th Bali Democracy Forum in Bali in Indonesia on December 8, 2nd
Vice Foreign Minister Min Dong-seok stressed that there is an urgent need to strengthen democratic
participation that allows governments to respond to democratic voices in the global information age
of the 21st century, when information can be spread rapidly around the world through the Internet and
Twitter.
2. Vice Foreign Minister Min suggested ▲building democratic institutions, ▲fostering a mature
democratic society, and ▲international cooperation for consolidating democracy as essential steps
toward strengthening democratic participation, and introduced the efforts of the government of the
Republic of Korea to these ends.
3. Vice Foreign Minister Min noted that it is critical to build a mature democratic society through
continuous and full education as the risk and side effects of disseminating false information are
mounting in this information age. In addition, he stated that the ROK will contribute to the
development of norms and principles for acceptable behavior in cyberspace by holding the
Conference on Cyberspace in 2013 as part of international cooperation.
