New Global Development Partnership to be Launched

1. The “Global Partnership for Effective Development Cooperation (Busan Global Partnership),” a new global partnership forged as agreed at the 4th High Level Forum on Aid Effectiveness (HLF-4) held in Busan late last year, will be formally launched at the final meeting of the OECD Working Party on Aid Effectiveness to be held at the UNESCO headquarters in Paris, France, on June 28-29.

° The Global Partnership departs from the former OECD-led development cooperation process with the governments of provider/recipient countries of development cooperation as the main actors. It is a new global development governance that embraces as its development partners a wider range of actors, including international organizations, -- such as the UN and the World Bank -- the private sector, parliaments and civil society.

2. The ROK, as the host of the Busan HLF-4 and a contributor to the launch of the Global Partnership, will serve on the Steering Committee of the new Global Partnership as one of the provider countries of development cooperation.

3. The Busan HLF-4 drew an agreement to forge a comprehensive partnership joined by the full range of development actors and to work out specific ways to manage the partnership by the end of this June. A Post-Busan Interim Group was also formed to engage in follow-up discussions, the results of which will be approved at the forthcoming meeting.

4. The launch of the new Global Partnership indicates the introduction of a new governance in the field of development that will lead the implementation of the measures for effective development cooperation drawn up at the Busan Forum.

5. The new Partnership is expected to be considered an exemplary outcome of the ROK’s contributive diplomacy, as it will help strengthen the country’s intellectual leadership in the field of development that was demonstrated in the G-20 Development Agenda and the Busan HLF-4.

° The ROK played a leading role in the launch of this comprehensive Global Partnership by setting the agenda of the Busan HLF-4 as its host, supporting emerging countries’ participation in drawing up its concluding document, and helping forge an OECD-UN partnership.

6. A delegation of officials from relevant government agencies, including the Ministry of Strategy and Finance, the Prime Minister’s Office and the Korea International Cooperation Agency, led by Park Enna, MOFAT’s Director-General for Development Cooperation, will attend the final meeting on aid effectiveness.
