24th Session of the UN Human Rights Council Adopts a Resolution on “Local Government and Human Rights” Proposed by the Republic of Korea

1. On September 26, the 24th session of the UN Human Rights Council adopted by consensus a resolution on “local government and human rights” sponsored and led by the Republic of Korea.

2. The resolution requests the Human Rights Council Advisory Committee to present an interim report on the role of local government in the promotion and protection of human rights at the 27th session of the UNHRC in September, 2014. The resolution also requests the Advisory Committee to seek the views and inputs of Member States, relevant international and regional organizations, the Office of the UN High Commissioner for Human Rights, national human rights institutions and non-governmental organizations, in order to prepare the above-mentioned report. The resolution encourages the Advisory Committee to take into account the recommendations made by the human rights treaty bodies, at the universal periodic review (UPR) and by relevant UN agencies.

3. The resolution is the first resolution on “local government and human rights” adopted by the UNHRC. Amid the increasing role of local government around the world, the resolution will provide an opportunity to conduct in-depth research on the role of local government in protecting human rights and to explore ways for local government to contribute to promoting human rights.
