Negotiations to Develop Detailed Guidelines for Implementation of Paris Agreement Begin

1. A meeting of the UN Framework Convention on Climate Change (UNFCCC) Subsidiary Bodies will take place in Bonn, Germany, from April 30 to May 10 to develop detailed guidelines for the implementation of the Paris Agreement by the end of 2018.

 

At the 22nd session of the Conference of the Parties (COP 22, November 2016) to the UNFCCC, held after the Paris Agreement entered into force (November 4, 2016), the Parties decided to make detailed guidelines for the implementation of the Paris Agreement in each area, including mitigation and adaptation, by 2018.

 

o The upcoming meeting will be attended by delegations from about 190 Parties. The ROK delegation, led by Director-General for Climate Change, Energy, Environment and Scientific Affairs Kwon Sei-joong, will consist of officials from relevant government agencies* and experts.

The meeting will consist of the 5th part of the 1st session of the Ad Hoc Working Group on the Paris Agreement (APA 1-5), the 48th session of the Subsidiary Body for Implementation (SBI 48), and the 48th session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 48).

 

2. At the 23rd session of the Conference of the Parties to UNFCCC last year (November 6-17, 2017, Bonn, Germany), an informal note on each agenda containing countries’ positions was adopted. In the forthcoming meeting, negotiations to develop detailed guidelines for implementation regarding each key agenda will be held based on the informal note.

 

o In the APA 1-5, participants will discuss mitigation regarding each country’s greenhouse gas emissions mitigation target, a transparency system, the global stocktake, and mechanisms to facilitate implementation and compliance.

 

o In the 48th sessions of the Subsidiary Bodies (SBI, SBSTA), participants will discuss the Technology Mechanism, the effect of measures to respond to climate change, the Paris Agreement's Article 6 global carbon market mechanisms, climate finance, capacity-building, agriculture, and land use, land-use change, and forestry (LULUCF).

 

3. The Talanoa Dialogue began in January 2018 to review mitigation efforts around the world, and to facilitate responses to climate change by contributing to increasing each country’s motivation for mitigation. During the upcoming meeting, each group’s meeting will take place.

 

o In the forthcoming meeting, to be held ahead of the political phase, which will take place at the 24th session of the Conference of the Parties to the UNFCCC late this year (December 2018), representatives from governments and the private sector will share their experiences of responding to climate change through group meetings on the current state of affairs, goals, and implementation measures.

 

* The Talanoa Dialogue is a form of dialogue used in the South Pacific region, where all stakeholders participate in discussions, do not blame each other, and seek a solution in an inclusive and transparent manner.

 

4. The delegation of the ROK government, in cooperation with major negotiation groups, including the Environment Integrity Group (EIG)*, as well as other countries, will make constructive contributions to discussions in the international community to develop detailed guidelines for the implementation of the Paris Agreement.

 

* Environment Integrity Group: climate change negotiation group consisting of six countries (ROK, Switzerland, Mexico, Monaco, Liechtenstein, and Georgia).

 

o The ROK will actively work to play a bridging role between developed and developing countries in order to make sure that all Parties take more ambitious climate action, taking into account their capabilities and conditions.
