1. During its 229th session held in Montreal, the Council of the International Civil Aviation Organization (ICAO) unanimously adopted a decision condemning the Democratic People's Republic of Korea (DPRK) for its missile launches, which violate international norms including the Chicago Convention, on June 19, local time.

2. In its decision, the Council recalls the 41st ICAO Assembly resolution adopted in 2022 and calls upon the DPRK to strictly comply with the Chicago Convention, its Annexes and its related Procedures. The Council also condemns the DPRK’s recent missile launches, which pose a serious risk to international civil aviation and represent a complete disregard of the relevant United Nations Security Council Resolutions.

3. Earlier on, on May 30, President of the ICAO Council Salvatore Sciacchitano sent a letter to the Director-General of the DPRK’s National Aviation Administration, calling upon the DPRK to comply with the Chicago Convention and all relevant provisions for the safety of international civil aviation.

4. Including in Council decisions adopted in 2017 and 2022, as well as the 41st Assembly resolution adopted in 2022, ICAO has consistently condemned the DPRK’s missile launches. The recent Council decision is seen to demonstrate once again the international community’s united commitment that it will not tolerate the DPRK’s violation of international norms.
