ROK and India to Hold the First Cyber Policy Consultation

1. The first ROK-India Cyber Policy Consultation will take place in New Delhi on January 20, with Ambassador for International Security Affairs Choi Sung-joo of the ROK Foreign Ministry and his Indian counterpart Thanglura Darlong leading their respective delegations.

o The ROK delegation consists of officials from the Foreign Ministry and the Korea Internet & Security Agency. The Indian delegation comprises officials of relevant organizations, including the Ministry of External Affairs, the Ministry of Communications and Information Technology, and the Department of Electronics.

2. In the Consultation, to be held for the first time as part of follow-up measures to the ROK-India summit in January, 2014, the two sides will exchange views on the recent global cyber environment, including hacking; domestic cyber policies and institutions; efforts to create international cyber norms, such as confidence-building measures; and the Global Conference on Cyberspace 2015 to be held in The Hague. The two sides will also explore areas where the two countries can cooperate.

3. The upcoming Consultation is expected to lay the groundwork for expanding cooperation in cyber issues between the ROK and India, which are ICT powerhouses, and contribute to strengthening the two countries’ capabilities to counter cyber threats.

4. The ROK has held bilateral or trilateral cyber policy consultations with the US, Russia, the EU, Australia, China, and Japan, in which the countries enhanced their understanding of other countries’ cyber policies and explored ways to cooperate. The ROK will continue to work to build an open and safe cyberspace.
