Third ROK-Japan-China Counter-Terrorism Consultation to Take Place

1. The third ROK-Japan-China Counter-Terrorism Consultation will take place in Beijing on May 15. The head delegates to the consultation are Ambassador for International Security Affairs Choi Sung-joo of the ROK Foreign Ministry, Director-General of the Department of External Security Affairs Liu Guangyuan of the Chinese Foreign Ministry, and Ambassador in charge of International Cooperation for Countering Terrorism and International Organized Crime Tsukasa Kawada of the Japanese Foreign Ministry.

o The Consultation will also be attended by officials from counter-terrorism-related agencies, including the Korean National Policy Agency and the Korea Financial Intelligence Unit.

2. In the upcoming Consultation, the three countries will discuss a range of issues, including terrorism situations in the Middle East, Africa and Asia; the three countries’ counter-terrorism policies and ways for relevant agencies to cooperate in countering terrorism; and ways for the three countries to cooperate in responding to cyber terrorism and extremism.

3. The third trilateral Counter-Terrorism Consultation comes three years after the second Consultation took place in July 2012. The three countries agreed to resume the Consultation at the ROK-Japan-China Foreign Ministers’ meeting held in Seoul in March this year.

o The consultation mechanism was created in accordance with the “Vision 2020,” adopted by the leaders of the three countries in May 2010, but has been suspended since the second consultation in July 2012.

4. The upcoming Consultation is expected to contribute to strengthening cooperation among counter-terrorism-related organizations in Northeast Asia and consolidating the cooperative system among the ROK, Japan and China.

o The fourth Consultation will take place in the ROK next year.
