6th Meeting of ROK-Peru High-Level Political Consultations Held

1. During his visit to the Republic of Peru from June 11 to 13, Deputy Minister for Political Affairs of the Ministry of Foreign Affairs Yoon Soon-gu, together with Ambassador Jaime Antonio Pomareda Montenegro, Vice Minister of Foreign Affairs of Peru, held the 6th Meeting of High-Level Political Consultations between the Republic of Korea and the Republic of Peru on June 12. In the Meeting, the two sides reviewed the relations between the two countries; and discussed ways to promote economic and substantive cooperation; consular and multilateral cooperation; and the situations on the Korean Peninsula and in Latin America.


2. The two sides noted with appreciation that since establishing diplomatic relations in 1963, the two countries have steadily advanced their friendly and cooperative ties, including by bringing into force the bilateral FTA in 2011 and building “comprehensive strategic partnership” in 2012. They agreed to further strengthen the bilateral relations, including by vitalizing high-level exchanges and regularly-convened consultative mechanisms.


3. The two sides took note of the fact that since the entry into force of the FTA, bilateral trade has increased, making the ROK Peru’s No. 4 trade partner in the world and Peru the ROK’s 4th-largest trade partner in Latin America.

° Deputy Minister Yoon asked the Peruvian government, which is currently holding the presidency pro tempore of the Pacific Alliance (PA), to render active support, on the occasion of the PA Summit in Lima in July 2019, to start as soon as possible negotiations on the ROK’s accession to the PA as one of its associate members.

4. Deputy Minister Yoon asked the Peruvian government to pay attention to Korean enterprises’ bids to join a variety of its infrastructure projects. The Deputy Minister, relaying challenges facing Korean investors in Peru, requested that Peru cooperate toward a smooth resolution of those challenges.

5. The two sides agreed to work together to broaden the scope of cooperation to new areas, such as the e-government system, smart cities and the intelligent transportation system (ITS), etc.

6. Deputy Minister Yoon explained that amid the recent increase in the number of Korean nationals visiting Peru, incidents and accidents involving them are on the rise. He went on to ask for continued swift cooperation of the relevant authorities of Peru in ensuring the safety of Korean nationals in the event of incidents and accidents.

7. Deputy Minister Yoon explained the current situation on the Korean Peninsula and expressed appreciation to the government of Peru, a non-permanent member of the UN Security Council in 2018-2019, for its constant support for the ROK government’s efforts to achieve complete denuclearization and to establish permanent peace on the Korean Peninsula.

°  Vice Minister Pomareda conveyed Peru’s firm position that it will consistently support the ROK government’s efforts to establish peace on the Korean Peninsula.

8. Vice Minister Pomareda, explaining the current situation in Latin America, including Venezuela, extended appreciation to the ROK government for its assistance in resolving the humanitarian crisis facing Venezuelan migrants.


° On the afternoon of the same day, Minister of Foreign Affairs of Peru Néstor Francisco Popolizio Bardales and Ambassador of the ROK to Peru Cho June-hyuck signed the “Memorandum of Understanding Between the Embassy of the Republic of Korea in Lima and the Ministry of Foreign Affairs of Peru to Strengthen the National Migration Policy of Peru and Provide Integral Assistance to Venezuelan Migrants in Peruvian Territory.”


9. On the afternoon of June 12, Deputy Minister Yoon paid a courtesy call on Minister of Foreign Affairs Popolizio and discussed with him ways to promote substantive cooperation in a bid to advance the bilateral relations.

10. The 6th Meeting of High-Level Political Consultations, which took place five years after the 5th of its kind held in the ROK in 2014, is seen to have served as an opportunity to review the overall bilateral relations and to seek ways to promote future-oriented cooperation.
