한반도 문제의 해법: 이론과 현실의 접점을 찾아서

존경하는 내외 귀빈 여러분,

오늘 “한반도 문제의 해법: 이론과 현실의 접점을 찾아서”라는 주제로 국제학술회의를 개최하게 된 것을 대단히 기쁘게 생각합니다.

오늘날 급변하는 국제정세에 대한 여러 논의들이 진행되고 있습니다. 중국의 부상과 이에 따른 국제질서의 변화, 이에 맞물려 진행되고 있는 다양한 경쟁과 협력의 관계들이 ‘세계 질서의 새로운 흐름’을 만들어 나가고 있습니다. 또한 이러한 흐름에 대한 이해와 준비, 대비가 필요한 시점입니다. 

한반도도 예외는 아닙니다. 오히려 미국과의 동맹관계 및 중국과의 지리적 접근성 등으로 인해 어쩌면 세계 질서의 변화를 가장 먼저 느끼고 있는 곳입니다. 동시에 동아시아 안보환경과 세계 질서의 흐름에도 한반도가 가지는 의미는 크다고 할 수 있습니다.

한반도는 지정학적으로 중요한 위치에 있으며, 한국의 정치·경제·문화적 위상 강화로 역내 영향력이 확대되고 있습니다. 또한 북핵을 포함한 북한 문제를 해결하기 위하여 주변국이 머리를 맞대고 있습니다. 언젠가 반드시 등장할 “통일 한국”도 주변국들의 기대와 이상에 맞는 국가가 되어야 할 것입니다.

이렇듯 “한반도 문제”는 한반도, 동북아시아 지역 나아가 전세계 평화와 번영에 직결되는 문제입니다. 그렇기 때문에 국내외적인 관심은 물론, 주변국 간의 의견 교환과 이해 제고 등이 더욱 필요합니다.

오늘 회의는 저명한 국제정치 학자분들과 한‧미‧중 3국 전문가들의 입을 통해 “한반도 문제”가 심도 있게 논의되고 그 해법을 찾아가는데 의미가 있다고 생각합니다. 아무쪼록 오늘 이 자리를 통해 한반도 미래 비전의 청사진이 마련되길 기대합니다.

It is a great honor for me to be here today. Thank you very much taking part in this conference, held under the title “Korea Questions: Balancing Theory and Practice.”
 
Many people recognize the challenges we face amid the rapidly changing global landscape. The global political landscape is undergoing significant changes with China’s rise, while cooperation and competition among countries around the world are also bringing changes to the global order. So, now is the time to come up with appropriate measures to prepare for and adjust to these changes.
 
Of course, the Korean Peninsula is not an exception to such changes seen across the globe. Perhaps, the peninsula may be one of the first regions to experience the effects of the changing dynamics, due to Korea’s close alliance with the U.S., and also, due to its geographical proximity with China. The role of Korean Peninsula in maintaining peace and enhancing security in East Asia cannot be undermined.
 
The Korean Peninsula is positioned in a highly strategic location, while Korea has been expanding its clout with growing political, economic, and cultural influence. We must also note that the surrounding nations have been enhancing their cooperation to solve the so-called “Korean Peninsula Questions (Korea Questions).” Hence we believe that the unified Korea that we'll see in the future must live up to the expectations of those surrounding countries.
 
As such, "Korea Questions" have implications for all of us, and they are crucial to maintaining international peace and security. For this reason, it is necessary to establish mutual understanding with involved countries for shared responses.
 
I’m looking forward to a good discussion today, with the scholars and experts from the U.S., and China, and the Republic of Korea, and seek ways to solve "Korea Questions." And I hope that we will work on the blueprint for the future vision of Korea.
