    The three leaders of the Republic of Korea, the People’s Republic of China, and Japan shared the view that it is necessary to strengthen cooperation among the three countries in order to cope with the situation, in an effective manner, where the world economy and the financial markets are facing serious challenges.

    The three leaders underlined the importance of a series of international meetings and cooperative efforts aimed at stabilizing financial markets and restoring global growth. In particular, they reaffirmed their commitment to implement the Declaration of the Summit on Financial Markets and the World Economy, including "Action Plan to Implement Principles for Reform".

    The three leaders stressed the importance of further enhancing regional cooperation to address the turmoil of financial markets. They welcomed the results of the Trilateral Finance Ministers’ Meeting among Korea, China and Japan on 14 November 2008 in Washington D.C. and the recent decisions on the increase in the size of the bilateral swap arrangements among the three countries. They also welcomed the setting up of the Tripartite Governors’ Meeting of the Three Central Banks to be held on a regular basis, announced on 10 December 2008. They also reiterated their commitment to work with ASEAN members to expedite the process of the Chiang Mai Initiative Multilateralization and strengthen the regional surveillance mechanism for effective monitoring on the regional economy and financial markets. The Asian Development Bank (ADB) would play an important role in assisting developing countries in the Asian region affected by the financial turmoil, in particular for infrastructure development and trade finance. To this end, they called for an early agreement on the Fifth General Capital Increase of ADB.

    The three leaders shared the view that efforts need to be strengthened to minimize the negative impacts that the current financial turmoil could have on the world economy, and to facilitate trade and investment in the region as well as promote the regional cooperation. They shared the view that Asian countries are expected to play a role as ‘the center of world economic growth’ in order to reverse the downward trend of the world economy and return it to the path of sustainable growth. They affirmed three countries should play a greater role in this regard. They welcomed that "Action Agenda for Improvement of The Business Environment" for three countries was made public.

    The three leaders reiterated their commitment to investment and trade in goods and services, as set forth in the Declaration of the Summit on Financial Markets and the World Economy and the Lima APEC Leaders’ Statement on the Global Economy. Moreover, in order to counter protectionism, they declared that the three governments would continue to make efforts, to reach an ambitious, balanced, and comprehensive conclusion of the Doha Development Agenda as early as possible. They also shared the view that, within the next 12 months, the three governments will refrain from raising new barriers to investment or to trade in goods and services, from imposing new export restrictions, or from implementing WTO inconsistent measures to stimulate exports.

    The three leaders emphasized the importance of promoting cooperation among Asian countries not only in the financial sector but also in the real economy. They also confirmed the significance of measures that will reinforce growth and expand domestic demand and are determined to work closely and strengthen the trilateral cooperation to facilitate Asian countries’ efforts in order to overcome the negative impacts resulting from the current international financial crisis and achieve self-sustainable growth in Asia. In this regard, they reaffirmed the importance of assisting the steadfast progress of ASEAN integration.

        대한민국, 중화인민공화국, 일본국의 세 지도자들은 현재 세계경제와 금융시장이 직면한 심각한 도전에 효과적으로 대처하기 위해 3국간 협력을 강화할 필요성에 대하여 인식을 같이하였다.

        3국 지도자들은 금융시장을 안정시키고 세계경제 성장을 회복하기 위한 일련의 국제회의와 공조 노력의 중요성을 강조하였다. 특히, 3국 지도자들은 금융개혁을 위한 행동계획을 포함한 세계금융정상회의 선언문의 이행에 대한 의지를 재확인하였다.

        3국 지도자들은 금융시장의 불안정 대응을 위한 지역협력 강화의 중요성을 강조하였다. 3국 지도자들은 2008년 11월 14일 워싱턴에서 개최된 3국 재무장관 회의의 결과와 최근에 결정된 3국간 양자 통화스왑 확대를 환영하였다. 또한, 12월 10일 발표된 3국간 중앙은행 총재 회의 정례화를 환영하였다. 그리고, 치앙마이 이니셔티브 다자화를 가속화하고, 아시아 지역경제 및 금융시장의 효과적인 모니터링을 위한 역내 감시체제를 강화하기 위해 아세안 국가들과의 협력의지를 재확인하였다. 아시아개발은행(ADB)은 특히 인프라개발과 무역금융에 있어 금융위기로 영향을 받은 아시아 지역내 개발도상국을 지원하는 데 있어 중요한 역할을 수행할 수 있다. 이러한 목적을 위해 ADB의 제5차 일반자본증액에 조속히 합의할 것을 촉구하였다.

        3국 지도자들은 금융위기가 세계경제에 미칠 수 있는 부정적인 영향을 최소화하고, 역내 무역과 투자를 촉진하며 지역협력을 증진하기 위한 노력을 강화하기로 하였다. 또한, 세계경제의 하향추세를 반전시키고 지속적 성장을 회복하기 위해, 아시아 국가들이 "세계 경제 성장에 중심" 역할을 수행할 것으로 기대되고 있다는 데 인식을 같이하였다. 이러한 맥락에서 3국이 더욱 큰 역할을 수행해야 한다는 점을 확인하였다. 3국 지도자들은 “비즈니스 환경의 개선을 위한 Action Agenda” 발표를 환영하였다.

        3국 지도자들은 세계금융정상선언과 리마 APEC 정상선언에서 제시된 투자와 상품 및 서비스 무역에 대한 각국의 공약을 재확인하였다. 나아가, 보호무역주의 방지를 위해서 가능한 조속히 Doha Development Agenda가 야심차고, 균형되며, 포괄적으로 타결되도록 3국이 지속적으로 노력할 것을 선언하였다. 또한 3국 지도자들은 향후 12개월간 무역과 투자와 관련된 신규 장벽 도입을 자제하고, 새로운 수출제한 조치를 부과하지 않으며, WTO와 합치되지 않는 무역촉진 조치를 시행하지 않기로 합의하였다.

        3국 지도자들은 금융부문에서 뿐만 아니라 실물경제에서의 아시아 국가간 협력증진의 중요성을 강조하였다. 또한, 경제성장 촉진과 국내수요 확대를 위한 조치의 중요성을 확인하고, 현 세계금융위기에 따른 부정적 영향을 극복하고 아시아가 ‘자체적인 지속가능한 발전’을 이루어 나가기 위해 아시아 국가들의 노력을 촉진할 수 있도록 긴밀히 협력할 것을 결의하였다. 이를 위해 ASEAN 통합이 꾸준히 진전될 수 있도록 지원하는 것이 중요함을 재확인하였다.
