Gentofte Gladsaxe District Heating (GGF) is responsible for the heat supply in Gentofte and Gladsaxe Municipality and therefore handles the procurement and installation of heat exchangers on behalf of the two municipalities. GGF is owned by Gentofte Municipality (Gentofte District Heating) and Gladsaxe Municipality (Gladsaxe District Heating), which are the contracting authorities for this tender. The tender concerns advisory services within the scope of design, tendering, construction management, supervision and implementation of operational and construction tasks in relation to district heating within GGF's supply area. The majority of the services will involve gas conversions and related tasks. In addition to design, tendering and supervision, the services will include financial management and preparation and updating of documentation material in connection with the completion of projects. The services in this framework agreement generally require a high level of knowledge of design and dimensioning of pressurized systems. A more detailed description of the desired services will be sent in connection with the specific need for consultant assistance for a specific project, where the number of hours, consultant category and scope of services are determined and described in an ATR form, which must then be approved by the client. It is estimated that the Framework Agreement has an expected annual value of approximately DKK 32 million. The actual amount may differ. It will therefore not be possible to guarantee a minimum turnover. One framework agreement will be concluded for all three utility companies with one consultant. | |||

Kredsløb Holding A/S (on behalf of the Kredsløb Group and hereafter referred to as "Kredsløb") hereby invites potential suppliers to participate in Kredsløb's tender of a contract for Carbon Transport and Storage. To support Aarhus City Council's goal to lead the way in the green transition and create a CO2 neutral society by 2030, Kredsløb is planning to establish a Carbon Capture Plant to capture the flue gas from the entire Lisbjerg plant, consisting of four separate plants, three which are used for the processing of collected waste from (mainly) Aarhus, and one which is used for the processing of biomass (mostly straw). The Carbon Capture Project will form a natural and necessary part of Kredsløb's ordinary activities, which includes production and distribution of electricity and district heating primarily to citizens in Aarhus Municipality. The Carbon Capture Plant will be designed and built to ensure high CO2 absorption efficiency, low energy consumption, and low environmental impact. The technology for capturing the CO2 has not been selected yet. This tender notice covers the tender procedure of a carbon transport and storage agreement (the "CTS Agreement") concerning the transport and the storage of liquefied CO2 captured at the Carbon Capture Plant at Energipark Lisbjerg (and potential other sources of CO2 in the future). The CTS Agreement will have a duration of 20 years from the Commercial Operations Date with the possibility for Kredsløb to extend the duration with an additional five (5) years. The estimated and reserved quantity of the CTS Agreement will be an annual offtake of 435,000 tonnes of liquefied CO2 (corresponding to 10,875,000 tonnes of liquefied CO2 in total under the CTS Agreement). The maximum quantity of the CTS Agreement will be an annual offtake of 535,000 tonnes of liquefied CO2, and the minimum quantity of the CTS Agreement will - as a starting point - be an annual offtake of 335,000 tonnes of liquefied CO2. Ongoing procurement processes, authority approval processes for other scopes of the Carbon Capture Project, as well as the near-future execution of the Carbon Capture Plant, future developments or changes in the Danish Energy Agency's CCS tender, and potential changes to the regulatory framework for carbon capture, transport, and storage may affect the tender material, e.g., elements of the scope or the planned time schedule including the Commercial Operations Date. If necessary due to any such circumstances, Kredsløb will adjust the tender material and inform the tenderers thereof as soon as practically possible. The contracting entity in this tender procedure is Kredsløb Holding A/S tendering on behalf of all entities in the Kredsløb Group including entities not yet established. Please note that Kredsløb expects and reserves the right to transfer the CTS Agreement in this tender to any other entity (existing entity or SPV) within the Kredsløb Group at any time (before or after signing the CTS Agreement, e.g. following new regulation of carbon capture projects in Denmark, meaning that another Kredsløb entity (or any other entity controlled by Aarhus Municipality) may take over all rights and obligations of Kredsløb according to the CTS Agreement. Ringsted Forsyning will expand the district heating supply area in Benløse. In this connection, district heating supply must be established in the area around Asgårdsvej to Tofteåsvej via Lokesvej, including associated side roads. The present tender covers Energy District 08, B and the work mainly concerns the establishment of approx. 3.2 km of main pipes made of single pipes and twin pipes mainly, series 2, in dimensions from ø25 - ø168.3 and 138 branch pipes, in addition to an additional 25 potential customers who can access them. The work must primarily be carried out in residential areas. The contract thus includes earthworks, construction and forging work as well as pipe delivery. The tender material includes branch pipes from consumers who have entered into an agreement with Ringsted Fjernvarme at the time of the tender. The contractor must be able to tolerate the construction of branch pipes to customers who register for district heating supply during the execution of the project within the time schedule. The work is expected to be carried out with 2 - 3 digging fronts for main lines and 2 - 3 digging fronts for branch lines. The contractor must be able to provide an extra digging team within 48 hours, which applies to both main and branch lines, if deemed necessary for the progress of the work and compliance with the schedule. Lines are located on both public and private land. The client has obtained general permits for the location of the lines. By establishing this framework agreement, the Client wishes to have the opportunity to procure consultancy services in connection with changes and new installations in the Client's 132-400 kV network. The framework agreement includes, but is not limited to, consultancy to Energinet when it is necessary to review conditions regarding masts, foundations and the entire line system. The type of consultant requested under this agreement varies from time to time and depends on the specific task formulation. The tasks are organized depending on the nature of the task, scope, time, prioritization, resource requirements, etc. The tenderer must be able to provide resources that have experience, qualifications and can offer advice in the following areas: • Solid knowledge of high-voltage masts (both tubular masts and lattice masts) • Solid knowledge of PLS-CADD, as well as the modules “Tower” and “Pole” (or equivalent) • Solid knowledge of different types of foundations (concrete foundation, pile foundation, monopiles, etc.) • Experience with calculating forces acting on high-voltage masts and associated foundations • Solid knowledge of different phase conductor types and options for optimizing transmission capacity and losses in overhead lines. • Experience with economic optimization of masts and foundations for overhead lines • Knowledge of the production of lattice masts and tubular masts • Can supervise the production of masts and perform FAT at suppliers • Knowledge of working environment regulations for contractors | |||

The tender is part of the contracting authority's organisation of its purchases for the construction and renovation of district heating pipelines. The contracting authority has chosen to organise these purchases in the following four framework agreements: 1) Sub-agreement 1 - pre-insulated steel pipes (part of this tender) 2) Sub-agreement 2 - Flexible pre-insulated pipes (part of this tender) 3) Framework agreement for the execution of earthworks 4) Framework agreement for the execution of pipe assembly The present tender thus comprises two sub-agreements, each of which is offered as independent framework agreements. The framework agreement for sub-agreement 1 concerns the supply of pre-insulated steel pipes and joints as well as certain associated services, in particular regarding the preparation of system and alarm drawings, joint assembly and the design and execution of an alarm system. The framework agreement for sub-agreement 2 concerns the supply of flexible pre-insulated pipes and associated components. Delivery under both sub-agreements takes place in the contracting authority's supply area, which is geographically Høje-Taastrup Municipality and Greve Municipality. In order to optimise the number of possible tenderers and based on the differences between the two types of pipes being purchased, the contracting authority has assessed it as appropriate to divide the procurement into two partial contracts, cf. Article 65(1) of the Utilities Directive. Evaluation and award are carried out independently for each partial agreement and thus independently of the other partial agreement. Each framework agreement is awarded to one supplier. Reference is made to section 7 of the tender specifications for the detailed regulation of the tender evaluation for each partial agreement. The contracting authority places orders (enters into contracts) on the basis of the individual framework agreements by direct award.
